Job Description/Essential Functions:

Horizon House, Inc. is a nationally recognized provider of services to adults with support needs due to developmental disabilities, behavioral health issues, and substance abuse. Horizon House is Pennsylvania's oldest psychiatric rehabilitation agency. Since 1952, we have been dedicated to helping people with mental illness, drug and alcohol addictions, developmental/intellectual disabilities, and homelessness to stabilize their lives and to help them live as independently as possible in the community. With over 100 locations throughout South and North Eastern Pennsylvania and the state of Delaware, Horizon House provides services to a diverse population focusing on individual strength and choice.

Our Delaware County program is seeking a dedicated  ACT Services Director.  The ACT Service's Director coordinates department services with other Horizon House service/support departments, regulatory entities, funding sources, and other provider organizations.  This position is also responsible for but not limited to the following functions;

Monitor and assign all referrals. .

Identify and pursues new business development to improve or expand existing services and to respond to changing consumer needs/interests.

Assess and establish approaches to assure the availability and retention of qualified employees.

Develop and implements quality improvement systems to ensure compliance with local, state, and federal requirements and Fidelity standards for licensing, credentialing, financial integrity and formation, and management.

Accurately completes and submits, within specified timeframes, all personnel or payroll related paperwork including Personnel/Payroll Action forms, disciplinary actions, performance reviews, timesheets, on-site orientations, and mandatory training documentation.

Provides appropriate supervision of subordinate staff including training, monitoring performance feedback, and discipline. Encourages and initiates regular discussions with subordinates; compliments good performance; takes appropriate and timely action with marginal or failing performers. Promotes staff development by recommending training appropriate for employees' growth and improvement needs.

Job Qualifications:

Master's Degree in Human Services, Social Services Science, or a related field; license eligible; license in social service discipline preferred and at least five (5) years of related experience including no less than 3 years of employment in administrative and/or management positions.

At least 3 years of direct supervisory experience of management-level positions in ACT or similar services.

Accomplished developer of effective work teams.

Excellent writing and communication skills.

Knowledge of clinical and rehabilitation services and service systems.

Strong organizational and analytical skills.

Valid driver's license with acceptable driving record

Scope:

Frequent listening, talking, and writing.

Requires the ability to lift, carry 25lbs., fold, kneel, reach, stack, stoop and bend, and sitting for long periods of time.

Intervention with emergency client situations.

Local travel.

On-call with the ability to respond in person when needed.

May be required to attend training to become a certified agency investigator. May conduct investigations and participate in the agency rotation of on-call investigators. This requires carrying a cell phone and responding to investigation incident report line calls during on-call coverage.
