Black & McDonald Limited Commissioning Engineer / Project Manager in Syracuse, New York

The Electrical Commissioning Engineer / Project Manager position is in Syracuse, NY and typically reports directly to the Division Manager. The ideal candidate would be experienced in commissioning and have an electrical engineering background and have great technical, communication, coordination, project management and leadership skills. The Electrical Commissioning Project Engineer would be expected to proactively coordinate communicate, and problem solve across disciplines, and exhibit the ability to balance the client relationship with the project's financial goals. Responsibilities include extracts data from project specifications, contract drawings, and relevant code sections to prepare project-specific inspection/test scripts of multidisciplinary systems, or client-requested method of procedures, and/or system level test procedures. Directs equipment and system level testing to confirm operation in accordance with project requirements. The successful candidate is an on-site leader and independent worker with strong interpersonal skills to develop working relationships and expectations with stakeholders and crews.

Duties and responsibilities include but are not limited to:

  • Provide technical supervision of construction, commissioning and testing for compliance with manufacturer, NETA, and client specifications.

  • Provide in-field substation design review with engineers.

  • Work with high voltage equipment such as transformers, switches and control circuits for protection, circuit breakers, and monitoring systems

  • Direct equipment and system level testing to confirm operation in accordance with project requirements.

  • Conduct project site surveys, records technical information, and develops technical field reports based on results of site survey events.

  • Coordinate on-site activity directly with Construction Managers, Subcontractors, Clients, and Vendors to ensure successful use of everyone's time in the field.

  • Responsible for on-time assembly and distribution of all pertinent project documentation including, site observation reports, construction punch lists, inspection reports, laser scanning models, etc.

  • Manage set up of a cloud-based project modules/ datasets for a complex project.

  • Communicate project updates to all key stakeholders including project management and testing team.

  • Extract data from project specifications, contract drawings, and relevant code sections to prepare project-specific inspection/test scripts of multidisciplinary systems, or client-requested method of procedures, and/or system level test procedures.

  • Create commissioning outage plans and checkout guides.

  • Read and evaluate test reports and recommend corrective action.

  • Supervise junior staff and coaches and mentors team members.

  • Perform site inspections to meet requirements of Authority Having Jurisdiction (AHJ).

  • Advanced understanding of documentation formats and content for each deliverable phase (i.e., pre-construction, construction, turnover, and close out).

EDUCATION REQUIREMENTS

  • · Electrical Engineering Degree or related discipline from an ABET accredited program

  • Professional certification title (LEED, CCP, CEM, etc.)

  • Affiliation with a major professional organization such as AEE, NEC, NETA, IEEE and other trade industries

WORK EXPERIENCE REQUIREMENTS

  • 5+ years' experience in commissioning and electrical engineering on HV and MV utilities projects

SKILLS, ABILITIES, AND OTHER REQUIREMENTS

  • Must have strong skills in reading engineering drawings and specifications to understand the purpose and functionality of substations.

  • Have strong substation P&C and power equipment troubleshooting skills.

  • Contract management.

  • Construction scheduling, planning, and execution.

  • Financial statements – read and comprehend.

  • Applicable local labour codes knowledge.

  • Organization and time management.

  • MS Office (Word, Excel, Project).

  • JD Edwards or an Oracle-based ERP system.

  • Ability to visit construction sites and use ladders or lifts.

  • Ability to work both indoor and outdoor in temperatures ranging from moderate to extreme cold or hot and other weather conditions.

  • Willing and able to travel to project sites in the Northeast US region.

  • Valid Driver's license.

  • Security clearance requirements.
