Veterans Affairs, Veterans Health Administration Health Science Specialist - Research Investigator & Data Acquisition and Management in Syracuse, New York

Summary This position is in the Center for Integrated Healthcare (CIH), with a long-term goal of improving healthcare for Veterans by integrating mental health services in medical settings. The primary purpose of this Health Science Specialist is to 1) provide acquisition, management, processing, analysis, and interpretation of VHA administrative and clinical data, and 2) serve as a researcher conducting investigator-initiated externally funded research and statistical support as a co-investigator. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Major duties and responsibilities include: Data Acquisition and Management (50%) Proposes, develops, and implements strategic data mining programs to capture and utilize data available in the electronic medical record and other national data sources within VA Extracts large volumes of highly complex clinical and administrative health service data from multiple databases Filters and combines data using advanced statistical programs and analytical techniques to provide a usable dataset to CIH teams Examines patterns and descriptive statistics of existing data to help direct future clinical or research endeavors Creates reports for projects leads Makes significant contributions to research publications regarding scientific methods and results, which includes writing the highly technical aspects of acquiring, analyzing, and interpreting national VHA healthcare utilization data Serves as the team lead for all data acquisition and management services in CIH Oversees, tracks, and assigns all data requests to a team of data managers and statistician Research Investigator (50%) Independently plan and conduct research studies consistent with CIH mission/research objectives Seeking competitive grant funding for studies related to specialized scientific expertise and interest Oversees and performs all aspects of the research process to include developing study design and methods, directing analyses, identifying appropriate data sources, leading the writing of scientific manuscripts, and submission of grant applications Conducts and/or supervises all study activities including participant recruitment, enrollment, retention, oversight of human protections during research process, complex assessments, intervention delivery, data management, and analysis Designs advanced statistical procedures, conducts analyses, interprets data, and creates reports of results Performs other related duties as assigned Work Schedule: Monday through Friday, 8:00am to 4:30pm Recruitment & Relocation Incentives: Not authorize Requirements Conditions of Employment You must be a U.S. Citizen to apply for this job Selective Service Registration is required for males born after 12/31/1959 You may be required to serve a probationary period Subject to background/security investigation Selected applicants will be required to complete an online onboarding process Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP) Participation in the Coronavirus Disease 2019 (COVID-19) vaccination program is a requirement for all Veterans Health Administration Health Care Personnel (HCP) - See "Additional Information" below for details. Qualifications All applicants must meet the BASIC REQUIREMENT: Successful completion of a bachelor's or graduate/higher level degree from an accredited college or university in a major study in an academic field related to the medical field, health sciences or allied sciences that is appropriate to the work of this Health Science Specialist. Display copies of degrees or course listings do not provide the information needed. - AND - To qualify for this position at the GS-13 level you must have: At least one (1) full year of specialized experience, equivalent to the next lower grade level (GS-12) in Federal Service, that has equipped you with the knowledge, skills and abilities necessary to successfully perform the duties of this Health Science Specialist. Specialized experience is experience where you applied a mastery of the theories, principles, concepts, and methodologies of health science to develop new methods, approaches, or procedures to the acquisition of administrative data and the execution of research projects in the areas of mental health or primary care; Performed and interpreted complex analytical studies to evaluate health service programs and research projects; Provided expert scientific advice, consultation, and leadership in obtaining administrative data, and designing and leading research projects in the areas of mental health or primary care; independently conducted and served as principal investigator on clinical research projects that required application of extensive knowledge in research design and methodology, data extraction, advanced statistical analysis, and manuscript and publication preparation and submission. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking, standing, bending, and carrying of light items.
