Job Title: Administrative Services Director

Department: Administration

Reports To: Assistant City Manager

Status: Full Time, Exempt (Salary)

Wage Scale: $106,819 - $151,183 (Typical starting wage $106,819-$129,001 DOE)

Close Date: November 21st, 2024

Hours: Monday-Friday 8:00AM-5:00PM

Position Summary:

This position is responsible for performing a variety of general administrative, supervisory, and technical duties related to planning, organizing, coordinating, controlling, and directing all phases of the Administrative Services Department of the City This could include but is not limited to human resources management, information technology, passport administration, court administration, records management, utility billing, or post office. This position could also play a leading role in the City's risk management efforts.

Essential Duties and Responsibilities:

Administrative Duties

  • Provide strategic advice to Assistant City Manager on operational and administrative matters
  • Collaborate with external contractors and service providers to negotiate and manage contracts effectively.
  • Prepare reports and presentations for City Council on relevant issues.
  • Works with committees to address issues such as capital improvements, water needs, public Services, etc.
  • Develop and implement standardized procedures to enhance department efficiency.
  • Supervise department personnel, including hiring, training, evaluation, and disciplinary actions in accordance with city policies.
  • Lead policy development and process improvement initiatives across the department.
  • Manage department budgets, resources and staffing to align with operational needs.
  • Handles grievances, resolve conflicts, and maintain high standards of customer service.

Required Knowledge, Skills, and Abilities:

Knowledge of:

  • Principles of public administration and local government operations.
  • Customer service best practices and performance management.
  • In-depth knowledge of public administration principles and practices, particularly in the local government context.
  • Relevant local, state and federal laws and regulations.

Skilled In:

  • Multi-tasking and handling interruptions effectively to meet deadlines.
  • Conflict resolution, personnel management, and decision-making.
  • Budget management and financial reporting.
  • Change management and organizational development.

Ability To:

  • Communicate clearly and effectively, both in writing and verbally.
  • Lead and direct department activities in a coordinated and efficient manner.
  • Analyze complex problems and develop practical solutions.
  • Lead initiatives for process improvement and implementing new policies.
  • Read, analyze, and interpret business periodicals, professional journals, technical procedures, and government guidelines; write reports, business correspondence, and procedures; and present information to internal staff, the Governing Body, and the public.
  • Identify problems, gather data, establish facts, and draw conclusions; interpret complex technical instructions and manage both abstract and concrete variables.
  • Utilize standard office software such as Excel, Word, and Outlook.

While performing the duties of this job, the employee is occasionally required to stand, walk, reach with hands and arms, climb or balance, and toop, kneel, crouch, or crawl. The employee is regularly required to sit. The employee is frequently required to use hands to finger, handle, or feel, and talk or hear. The employee must occasionally lift and/or move up to 25 pounds. Duties require sufficient mobility to work in a typical office setting and use standard office equipment, as well as sustained posture in a seated position for prolonged periods of time. Specific vision requires include the ability to adjust focus in order to visually shift tasks.

Minimum Qualifications:

In lieu of a required educational degree, two years of relevant experience will be required for every one year of education. For example, a four-year degree would require an additional eight years of relevant experience.

Education and Experience

Bachelor's degree in business administration, public administration, human resources, management or related field and four (4) to six (6) years of related experience three (3) of which must have been in a supervisory position, or an equivalent combination of education and experience.

Certifications, Licensures, and/or Registrations

Must possess a valid license to operate a motor vehicle.

Preferred Qualifications:

Education and Experience

Master's degree in business administration, public administration, human resources, management or related field and eight to ten (8-10+) plus years of related experience, five (5) of which being in a supervisory position, or an equivalent combination of education and experience.

Certifications, Licensures, and/or Registrations

ICMA Credentialed Manager (ICMA-CM)

Certified Municipal Clerk / Master Municipal Clerk (CMC or MMC)

ICRM Certified Records Manager (CRM)

Certified Human Resources Professional (SHRM-CP/SHRM-SCP)

NCSC Certified Court Manager (CCM or CCE)

Lean Six Sigma Certification

Other similar certifications of equivalent requirements and standards
