Position Overview:

This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire an Accountant IV who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team-based work environment.

This position is responsible for accounting activities in the Disbursements Section of the Bureau of Financial Services. These duties require knowledge of the rules and regulations of the Department of Financial Services (DFS), Florida Accounting Information Resource (FLAIR) system and the Agency for Health Care Administration (AHCA) accounting procedures. All disbursements shall adhere to Section 215.422, F.S. (prompt payment), Section 112.061, F.S. (travel), Chapter 69I-40, F.A.C. (Bureau of Auditing), DFS guidance (such as memos, Reference Guide for State Expenditures, etc.) and all other financial or audit requirements.

This position is responsible for processing invoices in MyFloridaMarketPlace (MFMP) as an Exception Handler and Invoice Manager. Processes other non-MFMP payments in FLAIR. Serves as back-up for the preparation and payment of the Weekly Provider Payment (also referred to as the weekly Medicaid run). Performs internal audit reviews to determine the validity of invoices processed. Performs a review of documents to ensure proper documentation is on file, the three-date stamp is completed correctly, and invoices are accurate and in compliance with state rules. Reviews account coding to ensure transactions are properly recorded and established procedures are followed. Keeps accurate payment records with each payment in accordance with the AHCA accounting procedures. Provides technical assistance to program offices regarding MFMP and non-MFMP payments. Prepares federal draw requests for contracts and inter-agency agreements.

Performs all necessary research to ensure that vendors have been paid to avoid duplicate payments, resolves billing disputes, provides DFS with necessary documentation, and makes corrections. This includes the resolution of rejected vouchers. Maintains files on purchase orders, receiving reports, and invoices to ensure completeness and efficiency. Reviews all outstanding encumbrance reports for errors and progress of payments on a monthly basis.

Reconciles outstanding encumbrances. Works closely with the appropriate staff to resolve issues and makes corrections timely to ensure that encumbrance balances are accurately reflected in the Agency’s accounting records by the close of each month.

Responds to inquiries from vendors, program offices, the Vendor Ombudsman, and DFS in a thorough and timely manner. Performs all necessary research to resolve discrepancies and disputes.

Participates in the certified forward process by reviewing all pending invoices and purchase orders to ensure that the appropriate amounts are certified as A or B items.

Performs other related duties as required. This includes, but is not limited to, assisting with, or conducting training sessions for the Bureau’s fiscal staff and program offices related to proper financial management and internal/administrative controls.

This position is not a remote or telework position; it will have to report to a Field Office or the Headquarters in Tallahassee.

KNOWLEDGE, SKILLS, AND ABILITIES

MINIMUM QUALIFICATIONS REQUIREMENTS

•Four (4) years or more of accounts payable experience.

•Two (2) years or more of working with the Microsoft Office Suite.

•High school diploma or its equivalent is preferred; and

•A Bachelor’s degree in accounting or a related field is preferred and four (4) years of professional accounting experience; or any combination of non-professional or professional experience and college education of 60 semester hours or 90 quarter hours for each year, provided such education includes two courses in accounting, can substitute on a year-for-year basis for the required experience; or

•A Master’s degree in accounting from an accredited college or university or possession of a Certified Public Accountant (CPA) Certificate is preferred and one (1) year of professional accounting experience.

•Four (4) years or more of processing invoices in MyFloridaMarketPlace or by using another web-based or electronic system is preferred.

•Four (4) years or more of using the Florida Accounting Information Resource (FLAIR) system or another accounting system is preferred.
