GENERAL OPERATIONS MANAGER I

Your Specific Responsibilities:

This position uses analytical skills and independent judgement to perform complex planning, research, and consultative work that supports the Division’s operations.

“Supervisory employees are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors in accordance with Section 110.205(2)(w), Florida Statutes”.

Works with Division leadership in the development of new division policies, procedures, long range strategic and business plans that support continuity of operations.

Oversees the Business Operations & Support (BOS) Unit which includes providing guidance and direction to the unit’s staff responsible for providing administrative support including statewide human resource (HR) liaison support to the Division of Workforce Services. Monitors activities to ensures work is performed incompliance with policies and procedures. Works closely with professional staff to identify areas of concern and recommend possible solutions.

Supervises and directs activities of assigned staff. Reviews and approves time sheets and develops performance standards and expectations for direct reports. Ensure reviews are accomplished in accordance with human resource rules for all Department of Commerce staff assigned to the region. Facilitates input and feedback from associates.

This position coordinates with multiple programs and organizations to support strong employee retention, internal workforce development, and other special projects.

Liaises with Division of Finance and Administration to plan, direct, manage, and supervise Workforce Services staff procurement and monitoring activities to ensure contractor performance and contractual obligations are met.

Works closely with the Division of Finance and Administration in the development and submission of state and federal grants and budget releases and special projects impacting the Division.

Manages activities of the Division’s Budget Liaison to ensure that the budget reflects all process and fiscal matters related to Workforce Services.

Reviews and evaluates operating and financial reports and initiates corrective actions when required; assists in the review and formulation of policies and procedures impacting the administration and operation of Workforce Services, contracting, and operational procedures.

Participates in Workforce Services conferences, workshops, meetings, inter-organizational teams, and similar activities relevant to planning and resource management. Through presentation, participation in civic and professional organizations, and participation in conferences, meetings, seminars, etc., promote the mission and services of the Department and solicit the views of customer and process partners. Facilitates meetings as required, makes presentations, and represents the department at local, state, and federal meetings .

Performs other duties as required.

    Qualifications:

    As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

    Minimum:

  • Duties and responsibilities of this position must be performed at the official work site of the Department.

  • Travel may be required.

    Pay: $65,000 to $75,000 based on experience.

Under the direction and limited supervision of the Director of Workforce Services, this position performs intermediate level managerial responsible for overseeing the Business Operations & Support (BOS) Unit and the Division’s Budget Liaison, by providing guidance and direction to the professional staff to improve management capabilities, operational procedures, and internal controls.
