The Bureau of Design and Construction (BDC) is seeking a highly motivated individual with strong professional design and project management skills to join our dynamic team with the Division of Recreation and Parks. Florida State Parks span the entire state with 175 state parks and trails, the only state park system in the United States to be recognized four times with the gold medal award.

Pay:
$52,859.88 - $56,000 annually (commensurate with experience)
Your Specific Responsibilities:
This professional position provides proactive project management for specific projects, which are funded for design or construction implementation. Duties include, but not limited to the following:
Manage the planning and design of park infrastructure, including roadways, facilities, drainage structures, etc.
Conducts onsite project inspections.
Serves as liaison to consulting engineers and to city, county, state and federal agencies on problems relating to shoreline stability, design or erosion improvements.
Reviews proposed facility construction plans and specifications for compliance with appropriate codes and regulations to assure quality of the finished product.
Extensive verbal and written communications are required.
Project site visits are required.
Completes construction site permit applications for related engineering projects prepared by other staff members.
Advises Department staff on matters related to drainage, sewage disposal, water supply and solid waste disposal in matters related to park development.
Participates in onsite construction conferences with Division staff and contractors by providing pertinent engineering information.
Proactive management of projects requiring architectural or engineering consulting services from design through construction phase. This includes development and proactive management of scopes of work, schedule and budget; negotiation of design fees with professional design consultants; contract management; cost estimating; tracking, reporting and communication of project status and other details; coordinate and participate in obtaining of environmental construction permits and zoning requests; coordinates research topography studies, survey and testing and needs resource inventories and analysis necessary to prepare detailed site plans.
Use of state vehicle for site inspections and meetings.
Provide consultation to customers, co-workers and internal and external partners on matters pertaining to site planning, design and related developing projects.
Represent the Division in matters pertaining to site planning, design, and related development programs.
Perform other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of:
The principles of land use, site planning and design.
Basic building construction.
Skill in:
Professional design project management.
Architecture/engineering services; Microsoft Office.
Contract management.
Ability to:
Plan, direct and proactively manage approximately 15-20 projects simultaneously at various stages of completion.
Communicate effectively both verbally and in writing.
Conduct routine onsite project inspections.
Understand and apply laws, rules, regulations, policies and procedures.
Develop accurate and timely project cost estimates.
Draft detailed specifications.
Review, analyze and evaluate data.
Take the lead on assignments and other responsibilities.
Work well independently and as a team.
Maintain a positive, can-do attitude.
Produce timely and effective results.
Provide quality solutions/ recommendations.
Apply problem solving techniques.
Establish and maintain effective working relationships with others.
Maintain a valid driver's license.
Travel periodically.
Other Job-Related Requirements for this Position:
Degree in Engineering or related field or a minimum of 10 years’ experience in professional design project management, engineering, construction or related field required.
Valid Driver license

Knowledge and experience: in successfully managing public entity, multi-million dollar design projects.
