The Work You Will Do:

The Environmental Administrator 37010321 is in the Division of Environmental Assessment and Restoration’s Water Quality Standards Program in Tallahassee and will supervise and direct the activities of seven staff within the Aquatic Ecology and Quality Assurance Section (AEQAS). This section coordinates implementation of the agency’s Quality Management System and Bioassessment Program, and is responsible for maintenance of Chapter 62-160, F.A.C., the Quality Assurance (QA) Rules. This position directs QA- and bioassessment-related trainings and audits, QA reviews and consultations for DEP and external parties, field sampling for reference site and special projects, and bioassessment method updates.

    Your Specific Responsibilities:

    In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Incumbent is also expected to actively support and work toward fulfilling the Agency's Affirmative Action objectives.

    The duties of this position involve advanced professional and administrative work at the senior level. Incumbent will spend majority of the time supervising professional technical staff. Monitors work performance of direct reports, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Reviews timesheets and leave requests. Efficiently carries out employee selection actions when vacancies are to be filled. Supervises staff tasked with a wide range of activities, including experimental design and implementation of environmental studies, QA, and field sampling activities intended to support Division objectives. Directs staff reviewing applications for site-specific interpretations of the narrative nutrient criterion, Level I WQBELs, and petitions for reclassifications to Class Ill-Limited, and coordinates with petitioners on the design of needed monitoring activities. Supervises staff responsible for environmental field sampling, including a wide array of highly sophisticated water chemistry, sediment, and biological parameters, including "clean" sampling techniques.

    Incumbent directs the Aquatic Ecology and Quality Assurance Section (AEQAS), which is responsible for conducting water quality and bioassessment sampling, data analysis/interpretation, report writing, technical review, environmental training activities, a variety of special projects in support of criteria development, and management of the Department's Quality Assurance (QA) Program.

    Interacts with Program and Division management to establish priorities for the AEQAS. Coordinates with DEP programs and District offices, as well as local, state, and federal agencies, where applicable, to successfully carry out specific environmental projects. Includes coordination of applicable Water Quality Standards Program field sampling efforts.

    Provides guidance to Department staff and stakeholders on implementation of the adopted Numeric Nutrient Criteria (NNC) in the Department's Permitting, Assessment, and Standards Programs. Includes development and review of guidance materials for wastewater permitting, review of guidance materials for development of Strategic Monitoring Plans and providing presentations to stakeholders.

    Provides expert testimony before the Environmental Regulation Commission and in civil and criminal legal proceedings. Functions as a Department expert on a variety of environmental issues for the purpose of recommending defensible environmental decisions.

    Oversees implementation of DEP's QA Program, including preparation of the annual QA Report to the Secretary, audits, rulemaking revisions to Chapter 62-160, F.A.C., and training activities, and alternative method reviews. Oversees Program's field sampling training program, intended to educate consultants, and local, regional, and state environmental staff in surface water, groundwater, biological assessment, and habitat assessment procedures.

    Directs DEP's Bioassessment Program, including the Department's bioassessment proficiency checks for all data providers, and the FDEP Bioassessment Workgroup. Reviews, evaluates, and interprets chemical and biological data. Writes and edits environmental assessment reports.

    Represents the Program to DEP programs, federal, state and local government agencies and the public. Participates in technical work groups and technical advisory committees. Assists the Program Administrator by providing technical, scientific and professional guidance in the development of budget and staffing plans.

    Performs other duties as directed.

    Required Knowledge, Skills, and Abilities:

  • Knowledge of advanced technical aspects of environmental science/ including ecological principles, monitoring plan design, statistical analysis of data, as well as supervisory, administrative, and communication skills.

  • Knowledge of Chapters 62-160, and 62-302, F.A.C.

  • Knowledge of the Department’s Standard Operating Procedures for water quality sampling and bioassessments.

  • Ability to prepare technical reports and ability to evaluate, analyze and interpret scientific or technical data in the context of appropriate water quality standards.

  • Ability to organize workload, solve problems, and communicate effectively both verbally and in writing procedures.

  • Experience with providing training on advanced scientific material.

  • Ability to work independently.

    Required Qualifications:

    Valid driver’s license. Occasional overnight Travel.

    Bachelor’s degree in engineering, engineering sciences, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, public health, or computer science from an accredited university or college and 4 years of related verifiable experience of which at least 2 years is as a supervisor, coordinator, project manager, program manager, team lead, team trainer, or have completed relevant managerial/leadership training; or any combination of post-secondary education or verifiable related experience, as described above, for a total of 8 years.

    Other Job Related Requirements for this position:
