The Work You Will Do:

This position is responsible for the oversight and coordination of wastewater program activities for general and generic permits, industrial pretreatment, and associated rulemaking and permits the program issues. This position will review work associated with activities related to federal requirements including wastewater electronic reporting; review of district permits; animal feeding operations; concrete batch plants; citrus packinghouses and other wastewater related activities; and wastewater coordination with other Programs including implementation of water quality standards. Staff within the Wastewater Management Program work closely with DEP district offices, other Programs within DEP, the U.S. Environmental Protection Agency, the regulated community and the public. In fulfilling the requirements of this position, the Environmental Administrator is responsible for maintaining effective communications in a manner that is consistent with the agency’s mission, standards, values, and expectations for fairness, cooperation, and respect.

The Division of Water Resource Management (DWRM) is responsible for implementing state laws providing for the protection of the quality of Florida’s drinking water, ground water, rivers, lakes, estuaries, and wetlands, and reclamation of mined lands. This position plays a critical role in helping to ensure Florida’s groundwater and surface water resources, as well as public health, are protected by providing critical oversight over the implementation of the statewide Wastewater Management Program.

    Pay:

    $72,000-$76,000/annually (commensurate with experience)

    Your Specific Responsibilities:

    In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. As a supervisor, incumbent is also expected to actively support and work toward fulfilling the Agency’s Affirmative Action objectives. Duties include:

  • The primary responsibility is overseeing and directing the work of staff. Ensuring subordinates are effectively communicated with, motivated, trained, and evaluated on directed work performance, and responsible for time and attendance of subordinates.

  • Responsible for overseeing and coordination of wastewater program activities for general and generic permits, associated rulemaking and permits the program issues. Additionally, this position will review work associated with activities related to federal requirements including wastewater electronic reporting; review of district permits; animal feeding operations; concrete batch plants; citrus packinghouses and other wastewater related activities; and wastewater coordination with other Programs including implementation of water quality standards. Responsible for working with EPA, the Department’s District offices, delegated county programs, and any other relevant federal, state, or local government agency to ensure wastewater consistency and implementation of the federally authorized Stormwater and Technical Services program, including pretreatment activities.

  • Taking the lead and coordinating workflow, consistency, policy, and interpretations of Chapters 62-160, 62-600, 62-604, 62-610, 62-611, 62-620, 62-621, 62-625, 62-640, 62-660, and 62-670 Florida Administrative Code and applicable Florida Statues.

  • Providing technical support and assistance to District staff regarding NPDES permitting and other requirements of the CWA and Department rules, including applicability of the 316(b) rules to facilities other than steam electric power plants.

  • Serving as special project manager for controversial and technically complex projects that require coordination with other programs in the Division or Department. Providing technical assistance on complex wastewater issues.

  • Consulting, coordinating, and responding to inquiries from state and federal agencies, local governments, the regulated community, and the public on wastewater management issues. Assisting in working with EPA to assure consistency with federal rules and policies.

  • The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Directive 971 and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required.

  • This position may be placed on call to remain available to perform essential duties.

    Required Qualifications: Valid Driver’s License. Travel is required. Bachelor’s degree from an accredited college or university and 3-years of verifiable related experience; OR any combination of post-secondary education or verifiable related experience, as described above, for a total of seven years.
