The Work You Will Do:

The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet). As such, the division’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida’s residents and visitors can truly appreciate the state’s unique landscapes.

The Land and Recreation Grants Section’s programs assist Florida’s local communities that have unmet financial needs for conservation and recreation. This Section administers four state and federal grant programs:

• Florida Communities Trust (FCT) – Parks and Open Space and Stan Mayfield Working Waterfronts Programs

• Florida Recreation Development Assistance Program (FRDAP)

• Recreational Trails Program (RTP)

• Land and Water Conservation Fund Program (LWCF)

    Your Specific Responsibilities:

    This intermediate level environmental position pro vides consultative services and technical assistance to local governments, state agencies and non-profit entities for the provision of environmental recreational opportunities for the grant-in-aid program for Special L egislative grants and other related special projects that help preserve the State Lands and Recreational Facilities of the State of Florida.

    Coordinates with appropriate federal and state agencies to ensure compliance with applicable state and federal laws, rules, regulations, policies and procedures; development and management of grant application procedures as well as post-award administration, including site inspections; coordination with appropriate advisory groups; adherence to established fiscal and program rules, contract controls and state laws and policies; and planning and conducting workshops in conjunction with administered grant programs.

    Serves as section lead for the coordination of conducting fact finding research; locating and developing resource materials; working with local, state, and federal governments, conservation groups and recreational users. Coordinates public participation public awareness, education, and outreach functions. This includes conducting research, making public presentations on the implementation plan and the benefits of all the Land and Recreation Grants Programs, providing opportunities for public participation in planning and implementation projects, addressing compliance of both Federal and State conversion issues with state and local impact. Conducts research concerning the availability of state, federal and private grant-in-aid programs for the provision of recreational opportunities.

    Develops and distributes reports, bulletins, maps, brochures, and other information to assist in the provision of and participation in programs administered. Assisting with press releases, news articles and other related documents.

    Required Knowledge, Skills, and Abilities:

    Knowledge ofcommunity planning/development programs; program management, coordination and evaluation techniques.Ability to:collect, evaluate, analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to improvement of operational and management practices; conduct fact-finding research; utilize problem-solving techniques; work independently; understand and apply applicable laws, rules, regulations, policies and procedures relating to grant-in-aid programs; plan, organize and coordinate work assignments; communicate effectively orally and in writing; ability to organize and maintain records; take the lead on assignments and responsibilities; work well with others and individually; maintain a positive, can-do attitude; produce timely and effective results; provide quality solutions/recommendations; apply problem solving techniques.
