Professional Accountant Specialist – 70023502

This advertisement is for a Career Service position located at Central Office (Southwood) in the Office of Finance & Accounting.

Salary Rate: $63,070.28 annually

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.

SPECIFIC DUTIES & RESPONSIBILITIES:

This is a professional accounting position that is responsible for preparing, analyzing, and monitoring FLAIR financial data for financial reporting and reconciliation purposes. Duties may include but will not be limited to the following:

  • Assists with the completion of the Department’s monthly and fiscal year-end closing process.

  • Performs various financial reporting and reconciliation activities during the year such as, but not limited to, reconciling FLAIR, reconciling cash receipts and disbursements to Central Accounting cash receipts and disbursements, reconciling property, reconciling, and confirming interfund and interagency transaction balances, monitoring the Trial Balance, and preparing the revolving fund quarterly reports.

  • Assists with the preparation of the annual financial forms and supporting schedules for the Comprehensive Annual Financial Report in accordance with Generally Accepted Accounting Principles (GAAP) and the Department of Financial Services Statewide Financial Reporting requirements.

  • Serves in various ad hoc analysis and reporting roles such as FLAIR accounting data, preparation for and implementation of the agency’s transition to Florida PALM.

  • Assists with the preparation of other financial or special reports as needed.

  • Assists the Area Financial Manager in responding to requests from the Auditor General’s Office for data gathering or compilation.

  • Assists the Area Financial Manager in the implementation of new GASB standards.

  • Assists with setting up and maintaining the FLAIR accounting codes and employee vendor codes.

  • Evaluates, analyzes, and determines appropriate FLAIR codes for effective and accurate reporting.

  • Analyzes and interpret financial data to ensure compliance with requirements.

  • Executes timely and appropriate corrective action to clear errors and reconciliation issues.

  • Provides technical assistance and guidance to department staff to prevent errors and reconciliation issues.

  • Prepares correspondence, reports, procedural guidelines, information bulletins, policy directives, special analyses, and similar documents.

  • Performs other related duties as required, including special projects.

    KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of and ability to interpret and apply accounting theory, standards, practices, and procedures.

  • Knowledge of accounting systems, internal control concepts, reconciliation procedures and processes.

  • Knowledge of the methods of data collection.

  • Knowledge of FLAIR, Outlook, Excel, and Word.

  • Knowledge of other specialized programs or functions.

  • Knowledge pf DC rules, policies, and procedures.

  • Skilled in balancing and reconciling accounts in accordance the Generally Accepted Accounting Principles (GAAP) and applicable legal or procedural requirements.

  • Skilled in use of spreadsheets, word processing and database applications.

  • Skilled in preparing supporting schedules for agency and/or statewide financial statements in accordance with GAAP.

  • Ability to research and interpret accounting literature, rules, and pronouncements.

  • Ability to analyze and interpret financial data.

  • Ability to prepare financial reports and financial statement work papers and schedules.

  • Ability to utilize problem solving techniques.

  • Ability to perform duties under pressure and time constraint to meet deadlines.

    REQUIRED QUALIFICATIONS:

  • A bachelor’s degree or higher from an accredited college or university in accounting, or business major and 24 semester hours of accounting coursework, OR

  • Five years of accounting and financial statements experience

    PREFERRED QUALIFICATIONS:

  • Three or more years of experience preparing governmental financial statements.

    Support of knowledge, skills, and abilities should be demonstrated on the application, in the education, in the work experience, in the work sample, in the interview and/or during reference checks.
