Job Description:

The Division of Blind Services (DBS) is seeking a Program Consultant for their Bureau of Client Services and Program Support. The Division of Blind Services Employment Program provides opportunities for individuals who are blind and visually impaired by enabling them to improve and develop skills necessary for obtaining or maintaining employment. This position requires an understanding of various eye conditions and their impact on functional vision, and the ability to convey that knowledge to staff and partners in multiple settings.

Examples of Work:

This position will report to the Program Administrator (PA) and provide technical support and leadership to local and state level division staff related to Employment Programs. Examples of work include:

  • Consulting with program staff to plan, develop, and coordinate statewide training which includes developing an annual training plan/training calendar to ensure the district staff receive required training to meet client needs and perform duties within the workplace and their community.

  • Tracking statewide staff training and evaluations. Review evaluation responses to analyze efficacy of training delivery, information provided, training materials, etc.

  • Serving as the lead Employment Program Consultant, providing technical assistance related to case management and Employment Program services. This includes working collaboratively with unit staff to ensure policies and procedures are aligned with resources.

  • Providing in-service training to new employees on the client information system functions and reporting mechanisms.

  • Working collaboratively with program management to provide statewide training on program policies, procedures, and case management.

  • Planning and organizing the delivery of technical assistance, information, and referral required for the development and administration of the Employment Program.

  • Developing, maintaining, and improving techniques for caseload management, utilizing the electronic client information system to gather accurate data and generate reports to determine trends, and analyze data to guide programmatic decisions.

  • Attending meetings and conferences on behalf of the Division’s Employment Program as assigned.

  • Disseminating information to the field offices relative to Employment Programs and Transition.

  • Participating in cooperative working relationships with appropriate leaders of groups representing Employment Programs and other state agencies to maximize the quality of services to Employment Program consumers.

    Minimum Qualifications:

  • A bachelor's degree from a college or university and five years of professional and/or administrative experience in social, economic, health or rehabilitative programs.

  • A master's degree from a college or university can substitute for one year of the required experience.

  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

    Knowledge, Skills and Abilities:

  • Knowledge of social, economic, health or rehabilitative services objectives.

  • Knowledge of methods of compiling, organizing and analyzing data.

  • Knowledge of problem-solving techniques.

  • Ability to plan and develop programs or program components.

  • Ability to utilize problem-solving techniques.

  • Ability to prepare proposals and funding requests.

  • Ability to evaluate and monitor service delivery and implement corrective action plans.

  • Ability to provide technical assistance regarding program and client issues.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with others.

  • Ability to understand and apply applicable rules, regulations, policies and procedures.
