Requirements:

Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Work at the FWC is cross-functional, meaning duties may cross division/office lines. The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

Minimum Qualifications:

  • Seven (7) years of experience in accounting or financial management, two (2) of which must have been in financial account management, auditing and account reconciliation, or

  • Bachelor’s degree in accounting, finance or related field from an accredited college or university and three (3) years of professional work experience can substitute for the required experience.

    Preferred Qualifications:

    Preference will be given to candidates with PCard Works Administrator experience.

    Duties and Responsibilities include:

    The primary duty is to function as FWC’s Purchasing Card (Pcard) Administrator. Duties and responsibilities include:

    Coordinate, monitor, and oversee PCard program and ensure that key controls are in place, operate as designed, and comply with the State of Florida PCard Policy Manual and FWC procedures.

  • Serve as FWC’s primary point of contact for the Statewide Purchasing Card Administrator (SPCA) and Bank of America (BOA), ensuring FWC is in compliance with BOA, Department of Management Services (DMS), Department of Financial Services (DFS), and any established state regulations and requirements

  • Develop and maintain FWC’s PCard Plan, procedures, guidelines, trainings and manuals related to the Pcard Unit, ensuring alignment with DFS and other supporting State of Florida policies

  • Serve as a liaison between FWC’s Accountholders and Approvers, DFS, and BOA in resolving issues that may arise regarding transactions or operations of the PCard program

  • Work with the Accounting Services Section Leader and Disbursements management on process improvements as it relates to user training, operational processes, WORKS functionality, and other applications used by the PCard Section. This includes research, making recommendations, fact finding, analyzing data and working with management to implement changes/solutions

  • Update Accountholders, Approvers, Advocates and Auditors via agency-wide communication as necessary

  • Monitor and update PCard SharePoint site with timely and accurate information

    Perform post-audits of payments processed through the PCard Works system. This includes coordinating and scheduling audits; performing audit steps to include report analysis to detect inadequate controls and unusual or significant trends; establishing audit files and work papers to substantiate findings and recommendations; and preparing audit report drafts and participating in audit report discussions with responsible personnel.

  • Perform monthly Scoped Compliance Reviews

  • Perform periodic reviews of PCard transactions and activity to ensure compliance

  • Provide analysis and reports of PCard post audits results

  • Work with Division/Office staff on post audit results

  • Identify and make recommendations for the Pcard compliance audit process

  • Respond to any audit findings and develop corrective action plans

    Supervise employees in the PCard Unit by communicating regularly, motivating, training, evaluating, planning and directing employees’ work.

  • Responsible for hiring, firing, evaluating, training and taking disciplinary actions

  • Review work of subordinate employees for accuracy, completeness and compliance with directives, policies and procedures

  • Evaluate work performance, establish job priorities, control workflow and ensure compliance with established deadlines

    Perform other duties as required.

    Knowledge, Skills and Abilities required for the position:

  • Knowledge of accounting and auditing principles, methods of reviewing and analyzing financial data, and basic management principles and practices

  • Knowledge of Florida Reference Guide to State Expenditures

  • Ability to assess budgetary needs and formulate policies and procedures

  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities; to collect, evaluate and analyze data to develop alternative recommendations; and to document work and other activities relating to the improvement of operational and management practices

  • Ability to determine work priorities and ensure proper completion of work assignments; to communicate in writing and verbal effectively; to work independently, to solve problems and make decisions; and, to establish and maintain effective working relationships with others

  • Proficient in the use of Microsoft Excel, Word, Outlook, and Adobe Acrobat
