E. EMPLOYEE-DIRECT CARE STAFF (DCS)-REPORTS TO THE ADMINISTRATOR *MINIMUM QUALIFICATIONS: Meet the following qualifications before counting the employee in the child/care giver ratio: *1. Be at least: a. 18 years old if all the children in the group the caregiver serves are under 13 years old; or b. 21 years old if at least one resident in the group the caregiver serves is 13 years old or older; *2. Have either: a. A high school diploma or high school equivalency, such as a General Educational Development (GED) from a program recognized by the Texas Education Agency (TEA), the Texas Private School Accreditation Commission (TPSAC), or other similar educational entity from another state; or b. Documentation to verify high school equivalency from home schooling. The documentation must adequately address basic competencies that would be otherwise met by a high-school diploma or a GED, including basic reading, writing, and math skills; and c. Be able to read, write, and communicate with co-workers, medical personnel, and other persons necessary to care for the residents needs. d. An employees behavior or health status must not present a danger to children in care. *3. Each employee must: Meet the requirements in Subchapter F of Chapter 745 of the minimum standards relating to Background Check Rules. Have a record of a tuberculosis screening showing the employee is free of contagious TB as provided in 748.1583 of the minimum standards; Be physically, mentally, and emotionally capable of performing assigned tasks and have the skills necessary to perform assigned tasks; and Complete a notarized Licensing Affidavit for Applicants for Employment form, as specified in Human Resources Code, 42.059. SPECIFIC RESPONSIBILITIES: 1. Knowing which children are responsible for; 2. Childcare services for each child assigned 3. Being aware of and accountable for each childs on-going activity; 4. Providing the level of supervision necessary to ensure each childs safety and wellbeing, including auditory and/or visual awareness of each childs on-going activity as appropriate; and 5. Being able to intervene when necessary to ensure each childs safety. a. In deciding how closely to supervise a child, the caregiver must take into account: b. The residents age. c. The childrens individual differences and abilities. d. The indoor and outdoor layout of the operation; e. Surrounding circumstances, hazards, and risks; f.
