    Toronto Wateris theCity of Torontodivision responsible for all aspects of drinking water treatment and supply, wastewater collection and treatment, and stormwater management. The Division’s six business sections manage a large number of facilities and assets across the city, including treatment plants, pumping stations, water and sewer mains, laboratories and yards.

    Water Infrastructure Management (WIM)is responsible for the long-term management of Toronto's water, wastewater and stormwater management assets to optimize infrastructure investment, level of service, and performance. WIM provides engineering analysis, asset management, infrastructure and capital planning, and policy development and coordination across Toronto Water to serve 3.6 million residents in Toronto and surrounding regions daily, manage over $83 billion in assets, and plan a 10-year budget over $15.1 billion.

    Opportunities to lead, contribute and excel

    WIM’sStrategic Planning and Policy, and Analytics Services Unitsare looking for Engineers who are interested in contributing to infrastructure planning, infrastructure capacity assessment studies and other studies, preliminary design assignments, strategic projects, policies and guideline development, and efforts to innovate and advance Toronto Water's strategic goals. WIM’sApprovals and Partnerships Unitis seeking Engineers to manage relationships with other Toronto Water sections, City divisions, agencies and corporations, and third parties.

    If you have a strong technical background in linear water and sewer systems, and are a skilled communicator, proficient in problem solving and collaborating with internal and external stakeholders, this is an exciting opportunity to join the City as anEngineerin one of these roles.

    Sharing expertise as part of a collaborative team

    Knowledgeable about water resources, stormwater management, and sewer collection system design and analysis, you’ll provide technical expertise, oversight and support of capacity assessment and infrastructure studies and preliminary design for stormwater and drainage, and sewer (storm, sanitary and combined) infrastructure, including trunk sewers and sewage pumping stations. This will include developing related design scopes and terms of reference, reviewing deliverables, attending project team meetings, providing data analysis and management, conducting technical problem investigations, and participating in studies, analyses, surveys, research and development to resolve complex engineering problems. You will also review, process, and provide technical advice on design applications, and develop standard operating procedures and other guidance documents.

    Contributing in a multi-stakeholder environment

    Acting as a valued source within the Division, you’ll coordinate the divisional review, comments and input from across Toronto Water on special projects, studies and initiatives led by other divisions and agencies, and provide technical advice and expertise to support other units within Toronto Water. You’ll also assist in developing policies, technical guidelines, standards and by-laws related to stormwater management, water resources and environmental protection, water distribution and wastewater collection.


    Among the strengths you bring to the role ofEngineerwill be the following key qualifications:

  • A professional Engineering Licence and membership in good standing with Professional Engineers Ontario (PEO).

  • Considerable experience in municipal engineering, including review or design or construction, or operation or needs assessment and planning of water distribution, wastewater collection, storm drainage and stormwater management infrastructure.

  • Considerable experience utilizing municipal guidelines and policies to guide infrastructure development and review proposed alternatives.

  • Experience contributing to or developing policies or design criteria, and guidelines.

  • Experience in the preparation of environmental study reports or technical reports, or reports to Council and responses to inquiries by external agencies and the public.

    Through such a background, you’ve acquired knowledge in infrastructure planning studies and/or masterplans, capital planning, needs and options assessment, and cost-benefit analysis, and the ability to interact effectively with consulting engineers, City staff, Ministry of the Environment, Conservation and Parks (MECP) staff and other agencies, planners, contractors, architects, the general public and elected officials on all matters arising from an assigned project.

    You also bring knowledge of the principles and practices of water resources, stormwater management, and sewer collection system design and analysis, including the interpretation and review of hydraulic/hydrologic modelling results (Infoworks and equivalent software), developing modelling assignment scopes, and working with modelling teams to achieve desired objectives.

    This is complemented by knowledge of City by-laws and policies regarding water, wastewater and stormwater issues or equivalent, as well as codes, regulations and requirements. These include, but are not limited to, the Sustainable Water & Sewer System Act (Bill 175), Environmental Assessment Act, MECP's Procedure F5-5 and Stormwater BMP Manual, Ontario Water Resources Act, Environmental Protection Act, Federal Fisheries Act, Source Water Protection Act and Safe Drinking Water Act.

    An analytically minded problem-solver and skilled communicator, comfortable working collaboratively with multiple stakeholders, you can develop solid internal and external working relationships, as well as participate in, and operate as a fully accountable member of, a multidisciplinary team. You are adept at reading, interpreting, and reporting on engineering plans and drawings, specifications, correspondence, reports and other documents in a timely manner. Above all, you have what it takes to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.

    While not required, the following would be considered assets for this role:

  • Experience with GIS (Geographic Information Systems) to use software (ArcGIS or equivalent) to develop maps and figures, manage data to guide decisions and plan programs, and undertake technical analysis to support decision-making.

  • Experience in the preliminary design and/or detailed design and construction of wastewater collection, storm drainage and/or stormwater management.

  • Knowledge of water distribution systems design and analysis.

  • Ability to travel to various work locations and construction sites in a timely and efficient manner, a valid Province of Ontario Class "G" Driver's Licence, and access to a vehicle.
