Reporting to the Director of People Experience and Organizational Development, the Manager of Organizational Development Consulting & Special Projects is part of a management team that has responsibility for leading, developing, and elevating the City’s People Experience/Organizational Development (OD) function, ensuring the effective integration of OD programs and initiatives within the larger People & Equity Division.

This role is critical in our journey to foster and develop our internal OD consulting practice to support our senior leaders and other key stakeholders.
A priority focus will be on workplace interventions involving change management, development, organizational design, group process facilitation, culture, and team effectiveness.
You will also be responsible for delivering on the following:
Develop OD strategies and interventions to support the City’s and its Divisions.
Applies OD best practices to elevate organizational, team and individual performance.
Facilitates team development changes in group norms, values, and culture. Identifies and applies appropriate tools to analyze individual and group behaviour, partnering with clients to identify possibilities for improvement.
Acts a subject matter expert to support organizational change, restructuring and transformation initiatives.
Develop strong relationships with senior divisional leaders and HR partners to enable more effective consultation to uncover issues and design solutions aimed at improving operational effectiveness.
Support clients with the optimization of their organizational health and effectiveness by identifying connections across various teams and divisions that may benefit from broader enterprise-wide OD interventions.
Enable divisions to adopt and execute on effective change management practices by designing customized change management strategies for divisions where significant change efforts are required to obtain their business objectives more effectively.
Work with other HR managers to help enhance other OD related programs at the City including but not limited to performance management, enhancing teamwork across divisions, leadership development, employee engagement, workforce retention, promotion and succession planning and other talent-based programs across the organization.
Work closely with the HR Business Partners in the Relationship Management Unit to determine opportunities to support clients with OD interventions.
Drive the implementation of the City’s Employee Value Proposition (EVP), including its values and behaviours and be an advocate for the overall focus and brand of the City as it relates to EVP.
Liaise and maintain strong partnerships with external professionals and vendors required to support organizational development initiatives.
You will partner with other members on the People Experience and OD management team in support of leadership, engagement, and talent management priorities.
Maintain accountability and oversight for special projects, including vendor management and procurement, as well as an enhanced focus on learning and development, in partnership with the Manager, LMS.

What do you need to succeed?
Combination of education, experience and professional development has prepared you to take this exciting and unique role.
You have at least 10 years OD/Change practitioner experience leading and creating sustainable solutions for complex multi-divisional organizations undergoing continuous change.
You have demonstrated knowledge of OD theories and principles. You are current in OD best practice through ongoing professional development and certification, specifically obtained through OD/Talent Management certifications, Change Management (e.g. PROSCI), and/or Project Management (PMP).
You are outcomes driven, and committed to continuous improvement, responsible financial stewardship and metrics informed decision making. You are an excellent facilitator with strong communication skills.
You apply a ‘system thinking’ approach to your work, and use diagnostic models, data gathering & research to design and deliver both organizational programs and client interventions.
Your success has been based on providing practical and progressive advice and guidance to move things forward, while relying on your high standards of moral and ethical conduct.
Extensive experience leading, motivating and developing a team of staff, supporting, and promoting an inclusive workplace culture.
Experience using various feedback tools for analysis, including engagement results to identify areas of opportunity for better organizational efficiency.
Ability to manage multiple projects and timelines.
Ability to develop strategic plans for executives and tactical action points for the delivery team.
