Job Summary:

The Corporate Asset Management (CAM) Team within the Chief Financial Officer's Office of the City of Toronto is a newly established group responsible for leading, developing and implementing the Corporate Asset Management program to establish the strategic plans, guidelines and frameworks that will ensure quality and consistency in asset management practice for the City in accordance with Ontario Regulation 588/17: Asset Management Planning for Municipal Infrastructure and City Council priorities.The CAM team will develop and execute the vision and goals set out in the City’s Corporate Asset Management Policy through a strategic plan; governance model; data, risk, and assessment frameworks; asset management plans, and other relevant guidelines and standards.

As a Senior Data Solutions Integrator , you will support the Manager, Corporate Asset Management in the areas of data management and analytics to support service delivery to the public through data-driven decisions on city infrastructure. You will lead initiatives to manage new and existing large-scale, complex datasets; build and maintain the CAM data warehousing system; and leverage expertise in data analytics and system coding to apply novel analytical approaches and multi-disciplinary concepts to develop and implement innovative solutions.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.

  • Applies understanding of project deliverables to the development of business processes and systems to encourage best practice and continuous improvement.

  • Motivates and trains team members and other staff regarding data gathering, use and analytics ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Oversees the execution of project tasks according to project plans and monitors progress to ensure the project or deliverable stays on schedule and within budget limitations.

  • Plans and develops methods and procedures for collecting, organizing and analyzing data and interpreting results for use in decision-making and applies data analytics system planning and operations, data analytics technology, data planning, data policy, and data engineering.

  • Performs on-demand, large-scale, exploratory and targeted data research and analysis with integration and analysis tools of large datasets and applies statistical analysis and modeling for applications.

  • Uses leading-edge data analytic techniques to analyze large datasets with innovative and analytically-sound deliverables.

  • Applies multi-disciplinary concepts to develop and implement innovative solutions to complex problems.

  • Designs, performs and interprets data-intensive applied research using varied data sources to support divisional program decisions.

  • Develops prototypes, proofs of concepts, algorithms, predictive models, data mining and discovery and custom analysis that leverage the value of available datasets.

  • Studies various behavior using various data such as mobile, administrative data, global positioning systems (GPS), and geospatial data; and works with various research methods.

  • Uses several data-intensive programming languages and statistical software packages.

  • Applies GIS/spatial analysis, web hosting and/or graphical user interface (GUI) development and editing.

  • Produces evidence-based analytical solutions to issues related to asset management with actionable information derived from use of data assets.

  • Designs, tests, and builds complex models to solve complex analytics problems, identifying opportunities for using advanced statistical and predictive modelling techniques to support evidence-based decision-making.

  • Builds processes and methods to ingest and analyze large datasets from various AM systems such as Asset Planner, Maximo, Brightly, SAP, and other larger structured or unstructured datasets.

  • Leads the development and sustainment of data warehousing tools, and updates and maintains business rules and query logic through programming skills including but not limited to SQL and Access.

  • Serves as a subject matter expert on decisions, findings or questions related to data analytics and lifecycle costing and modelling.

  • Works with team on developing and implementing a data collection, management, and analysis and dissemination strategy.

  • Researches best practices and prepares briefing notes, technical documentation to support analysis, including positions and policies, relating to data management, analysis and dissemination for the Division.

  • Ensures that data collection, management, analysis and dissemination are of high technical quality, that recommendations are consistent with the Division's and City's strategic plans and results are produced in a timely and efficient manner.

  • Fosters successful relationships and synergies with divisional staff and staff of divisional partners and agencies through consultation and mediation, participation, presentations and verbal and written communication.

  • Manages all aspects of contracts with consultants and contractors engaged in work on data strategies and analysis including preparation of contract documents, tenders, recommendation of contract award, monitoring contractors' progress to ensure that all work is completed efficiently and effectively.

  • Participates in the process of planning and developing long-range objectives of CAM.

  • Prepares presentations, reports, briefing notes and training documentation for use by clients, staff and other stakeholders including but not limited to City Council, Standing Committees, and Councillors.

Key Qualifications:

  1. Post-secondary education in a discipline pertinent to the job function (e.g., Computer Science, Statistics, Data Analytics) or an approved equivalent combination of education and experience (e.g., Engineering, Business Administration, Asset Management).

  2. Extensive hands-on experience with data integration, and data warehousing including on-premise and cloud-based solutions involving organizing, compiling, manipulating, analyzing and summarizing large datasets.

  3. Extensive hands-on experience in advanced data analytics, coding/programming, interpretation of data, and statistical/AI modeling using Python, SQL, or other equivalent tools.

  4. Considerable experience with transactional database environments such as SQL Server, Oracle, SAP, IBM Maximo, Asset Planner, Brightly and Power BI and Tableau for data visualization.

  5. Relevant experience in asset management, project management, or business planning including, but not limited to:

  6. Capital and operating budget formulation

  7. Asset management plans

  8. Levels of service

  9. Asset lifecycle management

  10. Condition assessments and indexing (BCAs, FCIs, PQIs, BCIs)

  11. Proficiency in GIS (Geographic Information Systems), spatial analysis, spatial databases, cartography and mapping.

  12. Strong research, analytical and conceptual thinking skills that can be applied to raw data manipulation/ data modelling, financial analysis, and asset management reporting.

  13. Excellent written and verbal communication skills to support preparing comprehensive reports and presentations, and summarizing information to support evidence-based decision-making on financial, budgetary, policy and/or service issues.

  14. Highly developed interpersonal, negotiation, conflict resolution, and problem-solving skills, with the ability to collaborate, interact and communicate effectively with City Divisions, Agencies, and Boards and Commissions; and to forge solid, effective internal and external relationships.

  15. Expert knowledge in the use of Microsoft Office Suite (e.g. Excel, Word, PowerPoint and Access), including MS Excel macro developing.
