Job Purpose

The Regional Emergency and Security Manager is accountable for driving business leadership and expertise in the development and implementation of a regional framework for emergency preparedness and security management systems, transportation safety, governance, and sharing of best practices throughout all business units and operating sites in the US.

Sets the direction for Americas Region emergency preparedness and security strategies, transportation safety, and continuous improvement to deliver real risk reduction. Drive 100% compliance and best-in-class emergency preparedness and security to protect employees, facilities, and communities in which we operate and transit.

This role will assess, synergize, develop, maintain, and implement regional integrated work processes and standards that support EHS and other Mitsubishi Chemical Group objectives and policies.

Principal Accountabilities

  • Provides emergency preparedness leadership, and strategic direction well-targeted to risk reduction, response to emergency events, and compliance for all Americas Region facilities.

  • Member of the regional EHS leadership team to drive long-term, mid-term, and immediate response efforts to achieve top-tier EHS performance.

  • Creates a culture of performance, stimulates leadership of management personnel, and raises collective organizational awareness to ensure emergency preparedness, security, and transportation EHS are incorporated into appropriate work processes, so that life and environment are safeguarded and to meet MCG’s growth objectives.

  • Leads emergency response efforts during significant incidents throughout the Americas Region, mobilizing when prudent, partnering and coordinating as a unified command with Federal, State, and local responding agencies (e.g. FEMA, DHS, Coast Guard, DOT, local fire and police). Directs strategies and resources to best protect people, environment, assets, and company reputation.

  • Synergizes and standardizes Americas Region emergency preparedness, security, and transportation EHS programs, processes, tools, and resources across all sites and functions within the Americas Region to effectively protect the health and safety of personnel and neighboring communities, and maintain compliance with applicable national, state, and local laws.

  • Partners with leadership within all Americas Region businesses and locations to ensure emergency preparedness, security, and transportation EHS accountability, strategy, and execution are clear, timely, and representative of our culture toward excellence in manufacturing.

  • Provides user group forums for the open exchange of relevant information about compliance and best practice sharing for emergency preparedness, security, and transportation EHS fields within the Americas Region and MCG globally.

  • Drives continuous improvement in emergency preparedness, security, and transportation EHS performance within the Americas Region and MCG globally by identifying and making available improvement resources, monitoring, and sharing performance metrics among sites, and providing recognition for outstanding performance.

  • Provides valuable resources, support, mentorship, and guidance to key personnel responsible for emergency preparedness, security, and transportation EHS at Americas Region sites.

  • Keep abreast of the latest emergency preparedness, security, and transportation EHS trends, technologies, legislative and regulatory proposals, emerging issues, and new and improved management systems.

  • Maintains contacts and networks with key regulatory agencies: Department of Homeland Security (DHS), Department of Transportation (including PHMSA and FRA), US Coast Guard, and others.

  • Harmonizes with national bodies such as the American Chemistry Council (ACC), American Petroleum Institute (API), the National Fire Protection Association, the National Chemical Transportation Safety Advisory Committee (NCTSAC), and others.

  • Utilizes training and/or educational opportunities to ensure that he/she is conversant and knowledgeable in emergency preparedness, security, and transportation EHS from an operational, tactical, regulatory, and legal basis and shares that expertise with MCG personnel as appropriate; promotes these same opportunities for leadership and employees.

  • Genesis Project Lead and Subject Matter Expert (SME) for emergency preparedness, security, and fire protection.

  • Provides SME expertise regarding transportation EHS to Americas Region hazmat shippers; all modes of transport (truck, rail, water, pipeline, air); audits 3rd party handlers/shippers.

  • Lead for DOT/FRA regulatory compliance and violation management; negotiate with FRA legal counsel to mitigate violations and reduce civil penalties.

  • Shares in-depth knowledge and experience in overseeing business continuity and emergency management planning, mitigation, response, and recovery needs of the Americas Region.

  • Conducts and/or directs workplace investigations, security/threat assessments, fire risk assessments, and other risk management strategies to protect people, the environment, and assets, and to reduce overall risk to MCG.

  • Lead for all Americas Region Chemtrec accounts; ensures appropriate notifications and emergency response.

Travel Requirements:

  • This role has up to 50% domestic travel requirements and could include international travel once a year depending on the needs of the business.

Knowledge / Skills / Experience

Education and Experience Requirements:

Bachelor’s degree in a related field.

10 plus years of industrial chemical plant environment or industry regulatory agency(ies) experience is required.

Strong working knowledge of OSHA, DHS, and DOT regulations and NFPA Standards relevant to the chemical industry and a working knowledge of EHS principles related to Security, Transportation, Emergency Response, Process Safety, Environmental Management, and Product Stewardship.

Experienced in plant/site operations, and integrated emergency response and have a strong working knowledge of end-to-end integrated work processes and best practices.

Skills Requirements:

Must possess a solid understanding of document management, root cause analysis, and the overall PDCA process.

Teaching and change management skills are a requirement and must have demonstrated exceptional communication, influencing, and interpersonal skills.

Pay Transparency (complete highlighted sections)

  • The salary range for this position is $115,800 - $144,700. Factors such as scope and responsibilities of the position, candidate's work experience, education/training, job-related skills, internal peer equity, as well as market and business considerations may influence base pay offered. This salary will be subject to a geographic adjustment (according to a specific city and state), if an authorization is granted to work outside of the location listed in this posting.
