Position Description

Coordinate and track compliance with North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC) reliability standards and criteria, with an emphasis on Reliability Standards compliance requirements and standards applicable to the Specialist’s business unit. Responsible for maintaining up-to-date knowledge of current and future standards and working to influence drafting of new standards and criteria by monitoring and responding to NERC and WECC standard and criteria drafting reviews. Responsible for updating existing and coordinating development of new reliability processes and procedures required to meet reliability standards. Responsible for updating existing and coordinate developing new department processes and procedures required to meet reliability standards and maintain NERC Functional Model certification. Responsible for assuring and coordinating Reliability compliance efforts applicable to the Specialist’s business unit to ensure that TEP is compliant.

Position-Related Responsibilities

  • Coordinate TEP compliance with applicable NERC and WECC Reliability Standards Requirements.

  • Responsible for facilitating the development of processes and procedures required to meet Reliability Standards and applicable Federal Energy Regulatory Commission (“FERC”) requirements, along with assisting responsible departments in the development of the same.

  • Responsible to review and comment on changes to existing or the development of new applicable Reliability Standards .

  • Notify appropriate Subject Matter Experts (SMEs) of new standards under development that need to be reviewed and participate in the drafting of WECC and NERC Reliability Standard requirements.

  • Monitor evolution of Reliability requirements from WECC, NERC, and FERC and coordinate and oversee departmental compliance with same.

  • Attend and participate in FERC, NERC and WECC meetings and workshops associated with applicable Reliability Standards and other related requirements.

  • Monitor best practices in standards compliance.

  • Monitor audit experiences of other companies. Make contacts.

  • Interface with auditors both internal at TEP and external and assist to coordinate such audits.

  • Coordinate preparation and management of mitigation plans and self reporting responsibilities (and other WECC Reliability requirements as they arise).

  • Coordinate document and compliance review processes to assure compliance activities occur as needed.

  • Track compliance deadlines and oversee compliance with same by relevant business units.

  • Provide compliance training to relevant business units(e.g., standard review and interpretation and document preparation and retention).

  • Plan, develop, and deliver training and staff development using knowledge of NERC Standards such as, demonstrations, on-the-job training, meetings, conferences, PowerPoints, and workshops.

  • Coordinate and assist with completing applicable Reliability Standard Audit Worksheets (RSAWs).

  • Maintain database and physical compliance documentation and reporting in accordance with NERC standards.

  • Provide documentation and support during the NERC audit process.

  • Understand the basic principles and responsibilities of the various NERC classifications (i.e. BA/GOP/TOP)

  • Perform additional duties as assigned.

  • This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Management Responsibilities

Ensure that TEP’s management principles, policies and programs are consistently practiced and continually support the Affirmative Action Plan.

Assume fiduciary responsibility for operating the business and provide recommendations on cost improvement measures.

Knowledge, Skills, and Abilities

Reliability Compliance Specialist I:

  • Will have primary responsibility for monitoring evolution of Reliability Standards and other related requirements from WECC, NERC, and FERC, and coordinating, tracking and overseeing compliance with the same by Company business units with supervisory oversight.

  • Responsible for facilitating the development of processes and procedures required to meet Reliability Standard and other applicable requirements along with assisting responsible departments in the development of the same with supervisory oversight.

  • Bachelor’s degree in engineering, science or business, or their equivalent in training and experience.

  • Possess familiarity with WECC, NERC, and FERC standards/regulations or equivalent regulatory compliance or utility background. Experience in the development of operating procedures and processes, technical writing is desired.

  • Excellent written and verbal communication, analytical and organizational skills. Attention to detail.

  • Computer skills or aptitude, general regulatory/compliance and/or legal experience, and project management skills.

  • Experience in the development of operating procedures and processes desired.

Reliability Compliance Specialist II:

  • Will be responsible for taking initiative for tracking and educating affected Company department SMEs on revised or new NERC/WECC/FERC standards/regulations and working with such departments to develop and implement policies, procedures, programs and/or processes to comply with and document compliance with the same with minimal oversight.

  • Will take initiative for developing new and innovative programs, processes and/or tools to ensure compliance with NERC/WECC/FERC standards/regulations and other appliable requirements to achieve greater efficiencies in managing compliance with minimal oversight.

  • Bachelor’s degree in engineering, science or business, or their equivalent in training and experience. Excellent written and verbal communication, analytical and organizational skills. Attention to detail. Information technology technical background or aptitude, general regulatory/compliance experience and/or legal experience, and project management skills. Experience in the development of operating procedures and processes desired. Familiarity with WECC, NERC and FERC standards/regulations and a minimum of two years experience in complying with or overseeing compliance with the same is preferred.
