Job Summary:
The Digital Scene Matching Area Correlator (DSMAC) Sensor Assembly (DSA) Senior Program Manager is a direct report to Tomahawk Development Director. The PM will lead a Non-Recurring Engineering (NRE) effort and Engineering Support Services (ESS) task to mitigate obsolescence issues and determine redesign solutions for the DSMAC and DSA in avoidance of a production gap. This is a high visibility and high priority $25M task over 12 months activity to be followed by an equivalent sized Phase III activity which will require proposal development and negotiating. Candidate will be required to manage customer needs/wants against an aggressive development schedule. This program supports NAVAIR’s mission to increase production of the Modernized TACTOM missile to provide increased long-range Surface Warfare capability to the U.S. Navy.
This position requires proficiency in leading a dynamic team, managing a high visibility effort, driving communication of project goals/objectives/decisions and results to team, customers, and leadership.

This position is onsite in Tucson, Arizona at the Rita Rd facility, with the expectation of at least two days of onsite work per week and the ability to travel domestically.

Responsibilities to Anticipate:
Accountability for profit and loss, AOP and financial metrics
Deploying and maintaining a clear program execution methodology that provides clarity and visibility into execution status
Driving the expectation of maintaining a positive team dynamic and the development of team leaders within the leadership team
Partnering with Tomahawk Production leaders
Building and maintaining collaborative relationships with customer counterparts
Supporting proposal activities for follow-on work and establishing investment strategies
Communicating with supplier leadership and internal supply chain stakeholders to drive execution corrective actions
The role must establish and maintain a positive and inclusive program culture to which top talent is attracted.
Prepare, revise, update, and monitor required documentation and analysis in compliance with contract requirements, Integrated Product Development System (IPDS), Corporate and Business policies and procedures.
Directly support the program risk and opportunity process in accordance with specific financial goals and obligations.
Meeting contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.
Develop program-enhancing partnerships with internal functional organizations (typically organized into integrated product teams (IPTs) and/or cross product teams (CPTs)) including but not limited to Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support), and administrative functions.
Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.
Prepare and manage all required product lifecycle artifacts and reviews.
Coordinate customer program reviews, prepare for customer visits.
Support contract proposal process to include bidding, gating, negotiation, contract definitization, and start-up efforts.
Qualifications You Must Have :
Typically requires Bachelor’s degree and 10 years of prior relevant experience OR an Advanced degree and 7 years of relevant experience
Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Value :
Experience working government programs (large/complex) with direct customer interfaces, both internal and external, including Industry Partners
Experience leading cross-functional teams preferably in the Aerospace and Defense industry
Experience balancing technical, cost, and schedule constraints
Either production, development or obsolescence program experience
Experience with financial analysis tools and project management tools and/or systems
Demonstrated program execution experience managing program staffing, assignments and resources
Experience developing and reviewing cost proposals and synthesizing Proposal Review and Contract Start-up packages for management review and approval.
Raytheon Program Management certification at level 5, with ability to achieve level 4 in within 12 months.
Prior experience supporting development, production, and/or sustainment programs, preferably in the aerospace and defense industry.
Working knowledge of contract formation, execution, and management.
Proficiency with RMD Program Management tools or similar program management systems.

Location Information: This position will be based onsite in sunny Tucson, Arizona.
Clearance Information: This position requires an active Secret security clearance.
