Boeing Global Services P-8 Sustainment team is seeking a Mid-level P-8 Sustainment Support Integration Specialist in Tukwila, WA. This exciting role will be the central focal for all estimates for new proposals and changes within the P-8 Increment 3 Block 2 (INC 3) modification program. The INC3 modification program has a multiple concurrent engineering changes and proposal activities which the selected candidate will be responsible for. This individual will integrate schedules and estimates from various stakeholders to create a single proposal strategy for the program. They will support the program price estimating and contracts teams to ensure that the engineering inputs are complete and accurate. In addition, this person will support proposal negotiations as needed for domestic and international P-8 customers.

The position places a heavy emphasis on creative problem-solving, strong project management, and frequent interactions with customers, internal stakeholders, and technical subject matter experts in order to create a premier aircraft modification program and deliver superior capability to our customers. The customer-facing nature of this position requires strong written and oral communication and presentation skills. Enthusiasm, a strong collaborative drive, working knowledge of program management principles, cross-functional collaboration, and independent decision-making skills are highly desired.

The P-8 is a 737-derivative platform. Prior experience in P-8 fleet support or derivative aircraft system is preferred. The successful candidate will have strong government contracting experience and will be well postured to work with a diverse set of P-8 BGS sustainment integrators, BGS Program Management, P-8 BDS Engineering, US Navy program management, and technical contractors. The ideal candidate will have a background in government contracting; the ability to handle multiple tasks simultaneously; and the ability to team effectively with communicators and other business partners as part of a geographically-dispersed team

This is a hybrid position that allows some telecommuting. The selected candidate will be required to perform some work onsite at the Tukwila, WA location.

Position Responsibilities:

  • Collaborate with US Navy, foreign military customers, and Boeing internal stakeholders to develop and submit proposals for new business and changes related to P-8 INC 3 modification

  • Establishes support requirement definitions and statement of work development

  • Develops overall proposal plan consistent with project objectives as defined by the key stakeholders in accordance the Boeing Program Management Best Practices and/or with accepted industry project management standards (e.g., PMI, Project Management Body of Knowledge [PMBOK], ANSI, and ISO standards).

  • Knowledgeable of how the business and organization operates; knowledgeable of policies, practices, trends, and information affecting the business and organization; understands the competition and the marketplace.

  • Coordinates and gathers data for estimates in support of proposal activities

  • Performs analyses and provides recommendations in support of pricing/estimating (risk, financial, competitive, etc.)

  • Consults with senior management to integrate organizational strategy and company initiatives to develop project deliverables

  • Identifies performance metrics

  • Plans and identifies resources required over the life of the project or program

  • Defines plans for risk mitigation and opportunities

  • Compares actual results to baseline plan to assess project performance, efficiencies, productivity and lessons learned

  • Develops and maintains positive working relationships with external customers, internal cross-functional stakeholders, organizational leadership, and peers

  • Engages with US Navy and foreign military customers to provide program-level problem solving and support for P-8 INC 3 related issues

  • Communicates with internal Boeing stakeholders, subcontractors, and vendors to ensure effective P-8 INC 3 program execution with a focus on resolution of technical, schedule, and budget challenges.

  • Provide cross-functional integration across all teams (internal and external) to ensure high quality, on-time, on-schedule, program execution.

  • Makes customers and their needs a primary focus of one's actions.

This position requires the ability to obtain a US Security Clearance for which the US Government requires US Citizenship. An interim and/or final U.S. secret clearance Post Start is required.

Basic Qualifications (Required Skills/Experience):

  • 2+ years’ experience implementing program management best practices (planning, scheduling, base-lining projects, and/or base-line management).

  • 1+ years’ experience with Government acquisition and proposal development processes

Preferred Qualifications (Desired Skills/Experience):

  • 4+ years’ experience implementing program management best practices (planning, scheduling, base-lining projects, and/or base-line management).

  • 2+ years’ experience with Government acquisition and proposal development processes

  • 1+ years’ experience with military commercial derivative aircraft development, production, training, or support

  • Experience working with multiple customers and stakeholders in a dynamic fast-paced environment.

  • Experience in contracts, estimating, supplier management, and/or finance.

  • Experience working with a variety of contract types under DoD prime contracts

  • Experience in Change/Configuration Management

  • 1+ years of experience partnering with a United States Government (USG) Department of Defense (DoD) customer to propose or deliver services and products

T ypical Education/ Experience:

Mid-Level (Level 3)

Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 6 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+4 years' related work experience, 10 years' related work experience, etc.)

Senior (Level 4)

Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 10 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+8 years' related work experience, 14 years' related work experience, etc.).

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range (Level 3, Mid-Level) 93,500 – 126,500

Summary pay range (Level 4, Senior Level): 115,600 – 156,400
