U.S. Army Corps of Engineers Construction Control Representative in Tyndall AFB, Florida

Summary About the Position: As a Construction Control Representative, incumbent is responsible for monitoring the contractors and quality control and inspection program for assigned construction projects at Tyndall AFB. Current, permanent Army employees who would like to be considered for this time-limited assignment should instead apply to Announcement # CERL249802377482 Responsibilities Resolve problems that involve conflict between the plans and specifications and the actual installation of various systems Lead preconstruction conferences and Meetings of Mutual Understanding Review contractor's schedules, Accident Prevention Plan, and Quality Control Plan Consult with advisors, contractors, subcontractor's key personnel on problems relating to construction and installation of equipment Determine that contractors' operations comply with wage and hour or other applicable labor laws and regulations Monitor the contractors, quality control, and inspection program for assigned construction projects Develop specific plans and schedules to overcome problems that arise Prepare Quality Assurance Reports for assigned projects Furnish information for progress reports, prepares data for processing of pay estimates Requirements Conditions of Employment Qualifications Who May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. Specialized Experience: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes : 1) Providing technical review of project plans and specifications to determine bid-ability, constructability, site compatibility and anticipated problems; (2) Overseeing work areas to ensure adherence to safety programs; (3) Evaluating contract change orders and cost estimates prepared by others; (4) Negotiating cost of labor, materials, equipment and overhead at issue with contractors; and 5) Recommending solutions to resolve complex construction problems and issues. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Building and Construction Contracting/Procurement Project Management Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
