SAIC Facility Operations Manager in UPPER MARLBORO, Maryland

SAIC is seeking a highly motivated Operations Manager to join our expanding, multi-disciplined team of professionals operating our Identity and Data Sciences Laboratory (IDSL) in Upper Marlboro, MD. The selected individual will report directly to the Senior Program Management Director as the Operations Manager (OM). SAIC is a key performer supporting the DHS Science & Technology’s biometric and identity research, development, test and evaluation initiatives. The successful candidate will be a detail oriented, self-starter instrumental in the coordination, administration, and management of this unique applied research program.

The IDSL team performs applied research related to biometrics, identity and human-algorithm teaming in both laboratory and field environments, with the goal of improving the efficiency, effectiveness, and satisfaction of travel and trade processes used by our customers. SAIC’s IDSL team operates the Maryland Test Facility (MdTF; http://mdtf.org ) in support of both small- and large-scale technology evaluations and research projects. The candidate will join a team composed of scientists, engineers, subject matter experts, and program management professionals working to design, build, and execute experiments in support of customer goals and objectives. This position is based in Upper Marlboro, MD and expects up to 10% travel within the continental US. Remote work is possible on a limited basis. Compensation DOE.

In this role as the Operations Manager (OM) you will be responsible for overseeing the operations and sustainment of specialized test facilities both permanent and temporary. You will oversee logistics and perform planning activities associated with biometric data collection initiatives that occur at the Maryland Test Facility and temporary locations designated by the sponsors based upon recommendation from the IDSL technical team. You will be responsible for operations, transportation, logistics and inventory management and control activities. You will be coordinate with technical team leaders to identify priorities, and collaborate with these team leads to translate priorities into project execution plans. You will also support and ensure successful programmatic execution including financial, contractual, administrative and security functions, through coordination with the program business operations leadership.

The successful candidate will have a background in developing requirements and performing site assessments and selection in support of successful remote operations.

Responsibilities may include but are not limited to:

  • Lead operations planning, logistics, and scheduling associated with daily activities as well as test and evaluation events at the Upper Marlboro, MD facility or at locations across the United States and US territories, as applicable.

  • Manage and monitor the performance of vendors and trades providing support services to Program operations

  • Direct and control all aspects of inventory management associated with research operations. Including physical and logical resources located at local and remote locations.

  • Coordinate with vendors and trades to solicit estimates, quotations, and orders for materials and services in support of program objectives.

  • Coordinate across programmatic lanes (e.g. schedules, financial, operations) and technical lanes (e.g. research, systems engineering, test and evaluation) efficiently and effectively, with ability to ensure end-to-end closure throughout execution, identify shortfalls, and adjust plans throughout the organization with ability to influence key decisions, and escalate issues at the appropriate time

  • Support the Senior Program Director and Deputy Program Manager in the monitoring and analysis of schedule, cost and resource planning to ensure projects and tasks are completed on time and fulfill the objectives of the program

  • Provide input and adhere to budgets related to program and facilities operations

  • Develop and deliver presentations to customers, leadership and program stakeholders

The Operations Manager provides a senior level skill set and ability to execute against a broad range of leadership, problem solving, financial, and logistical challenges, in support of the Program Director. While the primary objective is the delivery of all contractual and technical requirements, within cost and schedule; the OM will conduct strategic analyses for the PD and work together with program and technical team leads to help align and execute priorities for success of the program.

The selected individual must be able to interact with and influence executive level management and customers and communicate effectively with both oral and written presentations. The role involves obtaining and maintaining command of complex cost, schedule and performance issues across a broad enterprise and working collaboratively to achieve outcomes of common concern.

Qualifications

Required Qualifications:

  • Bachelors and six (6) years or more of related experience. Additional experience in lieu of a degree.

  • Supervisory experience in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience

  • Hands on experience overseeing program operations and logistics to influence and execute program decisions

  • Analytical, planning, program management and problem-solving skills

  • High energy, ability to multi-task and a strong work ethic

  • Ability to travel up to 10%

  • Must be able to obtain DHS Suitability and Top Secret clearance after joining our team

  • Must be US Citizen

Desired Qualifications:

  • Experience in biometrics, research, software engineering, data science or systems integration in support of Government customers

  • Ability to lead and influence cross-functional work groups, manage project teams and achieve results
