Job Summary

The Human Resources (HR) Manager, reporting to the Director of Human Resources, spearheads operational management to enhance the institute experience for staff, leaders, faculty affiliates, and members. Leveraging years of extensive HR generalist experience, the Manager collaborates with multiple divisions within NCSA to ensure seamless recruitment, onboarding, process development, and other HR-related matters.

Duties & Responsibilities

  • Operational Oversight:
    • Determine operational direction and policy in alignment with strategic input from the Director of Human Resources and NCSA leadership.
    • Manage HR staff and oversee all operational aspects of the hire-to-exit life cycle (e.g., recruitment, employee relations management, administration, stay interviews, performance management, and exit interviews to maximize productivity, engagement, and organizational success.
    • Manage full-cycle employment processes including talent acquisition, employee retention, professional staff searches, and procedural compliance.
    • Develop and implement onboarding programs for new hires, ensuring seamless integration into NCSA.
    • Support mentoring programs and career growth initiatives, ensuring comprehensive employee development.
    • Support NCSA mentoring programs, including workshops, training, and career growth initiatives.
    • Maintain accurate records, including visa processing, ensuring compliance with relevant policies and regulations.
    • Address NCSA staff inquiries and concerns about HR policies, benefits, and employment matters.
    • Oversee appointment processes and HR transactions, including ensuring data accuracy and compliance and that deadlines are met.
  • Talent Acquisition/Recruitment:
    • Collaborate with HR leadership and NCSA management to define recruitment strategy aligned with organizational goals.
    • Plan and execute HR recruitment efforts, maintain internal stakeholder relationships, and ensure alignment with NCSA\'s mission and vision.
    • Organize recruiting information and streamline processes to enhance efficiency.
  • Staff Management:
    • Supervise HR staff including training, coaching, mentoring, and managing performance to maximize productivity, engagement, and organizational success.
    • Serve as a resource for and liaison of human resource team, escalating issues to leadership as needed.
  • Project Management:
    • Manage various projects encompassing both human resources and business aspects.
    • Lead optimization efforts in workplace operations, overseeing procedural development and implementation within HR.
    • Manage the enhancement of HR procedures, templates, and checklists for optimized operations at NCSA.
    • Identify and implement formal and informal training opportunities for staff development.
  • Other:
    • Assist the Director of Human Resources with institutional matters, as needed.
    • Perform additional duties as assigned.

Specialty Factors

  • Bachelor\'s degree in Human Resource Administration, Management, Organi ational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position
  • Six (6) years of work experience performing professional-level human resources duties in higher education

Preferred Qualifications

  • 10+ years of directly applicable HR experience in higher education or comparable field
  • 3+ years of direct or indirect supervisory experience
  • PHR or SHRM CP certification

Knowledge, Skills and Abilities

  • Demonstrated the ability to complete activities and tasks and delegate them when needed productively.
  • Demonstrated skills in customer-focused problem-solving, being proactive, dealing with ambiguity, and problem-solving without established processes in place.
  • Ability to handle confidential information with discretion.
  • Proficient with Microsoft Office products, Google applications, and HRIS systems. Ability to work collaboratively with diverse groups and partners.
  • Proven capability to navigate ambiguity, demonstrate business acumen, and exhibit resourcefulness, particularly in situations where immediate resources are lacking or formal processes have not yet been established.
