Port of Vancouver IT Project Management Lead in Vancouver, British Columbia

The IT Project Management Lead collaborates closely with information services team members and, when appropriate, partners with other departments to lead and coordinate multiple, complex technology implementation projects. This role ensures a smooth transition from planning to execution, aligning project deliverables with strategic objectives, and consistently delivering exceptional, client-focused service to all stakeholder groups. Responsibilities include working on multiple projects, from the implementation of new solutions to enhancement of existing systems.
What you do:
Work with business and IT stakeholders to scope out projectsincluding functional and technical deliverables, cost estimates, resources, andidentification of benefits
Prepare project scope documents, charters to initiate IT projects,vendor SOWs, contracts etc.
Tracks IT projects spend against the contracts • Assist indefining the sequence and priority of tasks within the project planning tool,leveraging high-level knowledge of the necessary technical tasks.
Prepare project plans and schedules using tools like JIRA, Visio,Microsoft Azure DevOps etc.
Promotes the best practices for high performing IT teams (bothScrum/Agile and Waterfall).
Lead project teams to ensure the project meets its quality,schedule and budget objectives.
Lead the implementation process within the information servicesdepartment, including resourcing and change management.
Facilitate Steering Committee meetings whenappropriate.
Conduct risk management assessments and plans.
Define SMART goals and measure project KPIsusing appropriate tools and techniques.
Maintain project scope and raise changerequests as necessary.
Analyze project inputs from various elements(e.g., budgetary, technical, compliance, policy) and correctly prioritizeissues and solutions in support of goal accomplishment.
Conduct post-implementation debriefs toidentify recommendations for continuous improvement.
Participate in continuous improvement of thestandardization of project implementation, requirements gathering and changemanagement processes.
Recognizes external factors and changingorganizational goals that will affect current projects and successfully adjuststhe team’s work efforts in accordance with these changes.
Provides guidance to others on team-specificprocesses and terminology.
Collaborates with other information services’teams to establish consistent standards and processes for systemimplementations in alignment with the organizational strategy.
Analyze existing and evolving standards toimprove the consistency of efforts across teams and the organization.
Anticipates external trends that will impactteams within the organization or the organization as a whole and supports theplanning process to address these changes.
What you bring:
Must have a bachelor’s degree in a business ortechnology related field from a recognized post-secondary educationalinstitution along with a minimum of 5 years’ experience in leading small andlarge-scale information technology projects and programs in a complex,multi-stakeholder environment.
Must have demonstrated experience with thefollowing:
Proven experience in end-to-end systemsimplementation from a technical perspective
Ability to manage competing technology projectsin a fast-paced and changing technical environment
Experienceworking as part of and with various IT teams in an agile environment expert inProject management tools such as JIRA, Microsoft Azure DevOps, Smartsheet etc.
Solid understanding of technology integrations
Hands-on experience working with BusinessIntelligence projects and visualization tools such as Tableau/Power BI
Experience with vendor selection, COTSimplementation as well as leading in-house/custom application developmentprojects
Basic understanding of SQL, SDLC along withcurrent cloud technologies and trends
Strong skills in Excel, Word, MS Project and MSVisio
PMP certification is desired
Cloud and agile related certifications will bean asset
Scrum master experience would be considered anasset
Detail-oriented and meticulous, when necessary,paired with the ability to understand the broader business context andstrategic importance along with demonstrated IT project management and changemanagement skills.
Proven diagnostic, problem solving, team skillsare essential, along with an excellent "customer service" approach.
The individual must be self-motivated, a self-starterand work with minimal supervision, with excellent written and verbalcommunication skills, along with the ability to communicate both technicallyand non-technically, as appropriate.
Excellent writing skills and proven ability todevelop comprehensive written reports to the C-Suite level.
Demonstrated relationship-building skills;solid judgment; critical thinking skills; a sense of teamwork and community.
Ability to handle multiple projects of various scales,meet tight deadlines and work independently as well as in a team environment.
Experience working with multi stakeholderinitiatives and demonstrated experience working in dynamic, and iterativeenvironments.
Experience in leadinghigh value mid to large sized IT projects/programs which involve many keystakeholders along with internal VFPA IT resources and external vendors isrequired. The candidate must have experience working with all levels of theorganization and will have regular interaction with senior business leaders andexecutives from across VFPA.
