Kaiser Permanente Clinical Manager, Addiction Medicine - Vancouver, WA in Vancouver, Washington

Job Summary:

The Clinical Services Manager assumes supervisory and management responsibilities for chemical dependency counselors and on-site daily operations of assigned Addiction Medicine location(s). Participates with the Department Leadership team in program development and planning. Provides high quality counseling services to Kaiser Permanente members in a cost-effective manner and in accordance with accepted professional practice standards. Assures accreditation/licensing standards of state and private organizations, (e.g. OHA, WA DOH, NCQA) within assigned location(s).

Essential Responsibilities:

  • Administrative management: Managerial responsibility of the geographical service areas (Mid-Valley, North, Westside, Eastside, Central) and specialty projects/teams within the department as assigned in accordance with shared leadership responsibilities, takes rotation as Administrator on Duty, etc. Within assigned area, responsible for daily staff scheduling, scheduling Counselor of the Day (COD), assuring adequate coverage for patient care, etc. Responsible for training clinical staff and ensuring competency to perform their job duties. Oversees the compliance of staff to OR and WA substance use treatment program certification rules. Monitors compliance to Kaiser Permanente policies and procedures. Develops department policies and procedures as assigned. Monitors staff external and internal referrals. Develops and maintains relationships with community referents. Manages clinic operations with Health Plan partners. Coordinates interdepartmental services within assigned clinic(s). Coordinates with other department managers to ensure consistency of care. Represents department at clinic leadership meetings. Monitors data collection to maintain patient access and productivity of staff. Coordinates research projects at assigned clinics. Co-Leads Unit Based Team (UBT) activities.

  • Personnel management: Writes and conducts performance appraisals for chemical dependency staff. Manages and resolves staff conflict. Development of staff onboarding, training, and work plans. Coordinates with Human Resource Consultant to conduct performance management processes. Monitors staff adherence to credentialing and licensure requirements. Assists Department Leadership team in hiring of clinical staff.

  • Clinical supervision: Provides individual and group supervision for all clinical direct reports to meet OR/WA state certification rules. Oversees the supervision of clinical interns. Advises Counselor of the Day when on duty. Provides clinical supervision regionally when assigned as Administrator of the Day. Monitors the quality of clinical care provided by counseling staff. Reviews clinical records and assures appropriate assessments, diagnosis, treatment planning, treatment disposition, discharge planning, and daily documentation and correspondence. Leads program development related to treatment activities to ensure adherence to evidence based/best practices. Facilitates and leads clinical case conferences. Coordinates with other Clinical Services Managers to assure consistency of clinical care. Participates in department Quality Assurance activities and meetings. Addresses patient concerns/complaints at the clinic level.

  • Direct clinical responsibility: Provides high quality addiction counseling services, (individual, group and family), to patients and family/support persons through assessment, diagnosis and formulation and implementation of treatment plans in an outpatient setting. Provides Counselor of the Day services. Provides case management through appropriate triaging and referral. Consults with and coordinates care with other providers. Direct contacts of patients and their families. Reports to outside agencies. Documents in writing all care in patients permanent medical record in accordance with accepted medical and legal standards. Provides all care in accordance with accepted practice standards, supervision, and department protocols. Meets additional direct service needs in absence of clinical staff.

Basic Qualifications:

Experience

  • Minimum three (3) years post masters counseling experience in a state approved or otherwise accredited/licensed chemical dependency treatment facility.

  • Minimum one (1) year of experience of supervising professional staff.

Education

  • Masters degree in counseling, social work, or closely related field, (MSW, MS, MA, MED) from an accredited institution.

License, Certification, Registration

  • Licensed Marriage and Family Therapist (Washington) required at hire OR Licensed Independent Clinical Social Worker (Washington) required at hire OR Mental Health Counselor License (Washington) required at hire OR Professional Counselor License (Oregon) required at hire OR Licensed Clinical Social Worker (Oregon) required at hire OR Licensed Marriage and Family Therapist (Oregon) required at hire

Additional Requirements:

  • Experience managing quality assurance activities in a chemical dependency counseling setting.

  • Thorough and working knowledge of chemical dependency treatment for adults, adolescents and families.

  • Thorough understanding of the addiction and recovery process.

  • Working knowledge of best practices in the substance use disorder treatment field.

  • Knowledge of the community-based support groups.

  • Thorough and working knowledge of legal requirements for abuse reporting.

  • Understanding of principles of equity, inclusion, and diversity and the intersection with counseling and management practices.

  • Knowledge and understanding of the accepted practice protocols, ethical guidelines and behaviors for addiction counselors.

  • Working knowledge of management and clinical supervision practices.

  • Demonstrates customer-focused service skills.

  • Ability to assess, diagnose and treat patients with substance use disorders and their family members.

  • Individual, group and family counseling skills.

  • Excellent communication and problem-solving skills.

  • Ability to provide clinical supervision to professional staff.

Preferred Qualifications:

  • Minimum five (5) years full-time (paid) post masters, including two (2) years clinical/administrative, supervisory experience in a counseling setting.

  • Minimum two (2) years experience in managing quality assurance activities in a chemical dependency counseling setting.

  • Counseling chemically dependent patients and families in a chemical dependency treatment setting within a managed care system.

  • Experience with counseling adults, adolescents and families.

  • Experience in providing substance abuse consultation.

  • Treatment options for dual diagnosis issues; including sexual and physical abuse.

  • Working knowledge of universal precautions of body fluids.

  • Understanding of state requirements for licensing addiction programs.

  • Ability to diagnose and treat patients with mental illnesses.

  • Ability to use appropriate procedural/testing equipment.

  • Comfortable interfacing with large provider and support staff groups.

  • Previous computer experience with electronic medical records.
