Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:Open Competitive:Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. Duties Description The NYSDOT Office of Structures is looking for qualified candidates to join the Structures Management Bureau in Albany, Buffalo, or Utica, NY. As a member of the Structures Management Bureau, you will play a crucial role in managing NYSDOT’s inspection, inventory, evaluations, and safety assurance programs ensuring that all state and federal mandates are followed.Professional Engineers are need in the following units:Bridge/Large Culvert/OSS Inspection Units• Collaborate and communicate with NYSDOT and FHWA staff to ensure compliance with state and federal bridge inspection requirements and laws.• Oversee New York State’s bridge, large culvert and overhead sign struture inspection program and operations which includes state and consultant inspection teams.• Perform quality assurance reviews of bridge, large culvert and overhead sign structure (OSS) inspection reports and field operations for both state and consultant forces.• Assists in the development of inspection contract advertisements, Scope of Services and guidance/policy documents as necessary. Reviews contracts, conducts contract negotiations, reviews/approves consultant invoices and performance evaluations.• Maintain and update NYSDOT inspection standards and documents as necessary.• Stay updated in industry advances and innovations of inspection techniques and tools.• Provide engineering expertise to special assignments within the Office of Structures.Bridge Safety Assurance/Load Rating Unit• Collaborate and communicate with NYSDOT and FHWA staff to ensure compliance with state and federal bridge safety/load rating requirements and laws.• Perform structural analysis and create level 1 load ratings for existing bridges utilizing the Department’s software tools.• Perform quality assurance for both Level 1 and Level 2 Load Ratings statewide.• Manage consultant’s performing level 1 load ratings for NYSDOT.• Review overload permit applications including engineering analysis for Superload permit applications.• Stay updated in industry advances and innovations.• Provide engineering expertise to special assignments within the Office of Structures.Structures Data Services Unit• Collaborate and communicate with NYSDOT and FHWA staff to ensure compliance with state and federal bridge inventory requirements and laws.• Maintain the official authoritative source data for all asset locations using ArcGIS and ESRI Event Editor and provide all maps and mapping services as needed statewide.• Perform Quality Assurance for all structural assets’ inventories.• Prepare the Annual National Bridge Inventory Submission for FHWA compliance.• Perform advances queries of bridge condition and inventory data using Access and Excel in support of Asset Management analysis and Capital Program support.• Directs the development, implementation, and maintenance of data inventory, collection, and analysis systems, including supporting documentation, based on user needs.Bridge Program Development Unit• Assist with coordination of bridge Capitol Program for the Office of Structures.• Assure that Program Update submissions comply with the precepts of the Bridge Program Goals.• Perform data analytics of bridge condition and inventory data to support Asset Management and Planning.• Responsible for development, implementation, monitoring and support of a comprehensive Bridge Management System to help ensure cost-effective maintenance, preservation and upgrading of the State bridge infrastructure.• Maintain the Office of Structures’ bridge project database.• Create reports on the progress and production work of the bridge projects being designed in the Structures Design Bureau.• Maintain Bridge Project Cost Estimating and Reporting System.• Serve as the Structures Division liaison to the FWHA for bridge conditions, bridge program development and bridge replacement cost.• Notify Bridge Project Managers of Coast Guard permit requirements.• Track and report progress of Bridge NY program.Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education.
