Description

Under general direction, the incumbent will be pivotal in the provision and analysis of core measures, encompassing regulatory, committee, and dashboard data, to facilitate essential tracking and reporting of compliance metrics for the Ventura County Medical Center. Additionally, the successful candidate will spearhead the compilation and dissemination of daily, monthly, and quarterly census reports, while ensuring adherence to regulatory data submission requirements. Collaborative engagement with both internal and external stakeholders will be instrumental in maintaining the integrity and accuracy of our data repositories.

PAYROLL TITLE: Program Administrator III

EDUCATION/BILINGUAL INCENTIVE: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Program Administrator III is a management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular vacancy.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Provides and analyzes data as needed to complete established reports to include but not limited to dashboards, special projects, regulatory data, and committee data (i.e. stroke, throughput data).

  • Compiles and distributes daily, monthly and quarterly census reports;

  • Compiles and submits regulatory data (i.e. California Maternal Quality of Care Collaborative data via the Maternal Data Center).

  • Provides ad hoc data reports as required to meet organizational needs.

  • Represents the County in contacts with other governmental or community agencies and/or the public; confers and cooperates with others on policies and procedures as well as organizational, personnel, budget and operational issues.

  • Prepares required reports; compiles and analyzes information and statistical data to improve operations, identify program needs and/or monitor implemented processes and procedures.

  • Acts as a project manager for large scale data analysis projects.

  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE

Considerable data analytics and quality assurance experience coupled with considerable experience in data management, ideally in a health care quality assurance setting. This experience can typically be gained by a minimum of:

Any combination of education, training, and/or experience equivalent to a bachelor’s degree from an accredited college or university in Business Administration, Health Care Administration, Public Administration, or related field;

AND

Four (4) years of experience in the following:

  • Clinical or administrative experience in a healthcare organization.

  • Demonstrating competency and knowledge of policies and procedures and quality assurance, OR

  • Experience assisting in research, and understanding and application of Federal, State, and local laws and regulations as they relate to policies, procedures, and quality assurance in a hospital setting.

    NECESSARY SPECIAL REQUIREMENTS:

  • Experience with compiling, analyzing, and reporting data for healthcare performance improvement.

  • Advanced skill level in Microsoft Excel

  • Some experience with Electronic Health Records

DESIRED

  • Master’s degree in business and/or clinical related field

KNOWLEDGE, SKILLS, and ABILITIES:

Working knowledge of: methods and techniques of data analyses; data reporting using large data bases; the principles and techniques of project management; dashboard metrics and data analysis; regulatory reports; process improvement and administrative application of data processing; principal techniques and methods applicable to assigned quality assurance in a health care setting.

Skill in: abstracting data from Electronic Health Records (EHR) using Business Objects software; using Microsoft Excel to compile and report data.

Ability to: analyze performance improvement data; prepare a variety of reports and recommendations; and speak effectively in public.

TRAINING & EXPERIENCE EVALUATION

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who is the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. ORAL EXAMINATION - 100%: A job-related oral examination may be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an oral examination may not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
