What We Offer

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee with this position will also be eligible for the following:

  • A general salary increase (GSI) of 3.5% effective January 19, 2025.

  • Educational Incentive – An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, OR 5% for completion of a graduate’s degree.

  • Flexible Workweek – A compressed work schedule (e.g., 9/80 workweek) may be available for some positions.

  • Vacation Accrual – New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.

  • Vacation Leave Redemption - After 14,560 hours of continuous County service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.

  • Sick Leave – Full time regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.

  • Health Plans – You are afforded an annual flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.

  • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care expenses.

  • Pension Plan – Participation in County’s defined benefit pension plan, which has reciprocity with CalPERS.

  • Holidays – 12 paid days per year which includes a scheduled floating holiday.

The Department

The Information Technology Services Department works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, radio/ voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.

The Position

Under general direction, the Telecommunications Data Specialist provides the highest level of escalation support for the resolution of data network problems; directs and manages any out-sourced support of County data network components; provides data engineering support to County customers as assigned by County Telecom Engineering management; provides technical support and training to the 1st and 2nd levels of the County’s data network support infrastructure; establishes and maintains positive relations with other support components of the County data network infrastructure both within ITSD and within other agencies.

Distinguishing Characteristics

This position differs from the Telecommunications Specialist III classification in that this position is the expert level of the Telecommunications Specialist series as opposed to the advanced journeyman level. Most importantly, this position differs from the lower-level positions in this series in that although the person in this position must have highly developed data network knowledge and skills, the Data Communications Specialist is responsible for establishing and maintaining a high level of problem resolution capability within the Telecommunications organization rather than personally delivering problem resolutions. Therefore, a high level of communication skills and organizational abilities is required.

The Ideal Candidate

The ideal candidate will have extensive knowledge in Microwave and LMR systems. These could include Nokia, Ceragon and Ubiquiti microwaves as well as Motorola P25 trunking and analog VHF simulcast systems including subscriber devices. The chosen candidate should be proficient in installing, maintaining, and supporting all levels of these systems. The selected candidate will have extensive experience in supporting LAN and WAN networks. This includes a broad and in-depth knowledge of network equipment – including routers, edge switches and wireless devices, within a data and VoIP environment. This person will also be responsible for administrating and managing extensive monitoring systems to proactively manage systems health, assess network traffic patterns and take corrective action as necessary to mitigate issues and disruptions. This person will be expected to act independently in resolving customer issues during business hours and especially after business hours.

Payroll Title: Data Communications Specialist

The Data Communications Specialist is represented by the International Union of Operating Engineers (IUOE) and is eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill present and future Regular, Temporary, Fixed-term, Intermittent, or Extra Help vacancies for this position only. There is currently one (1) Regular, Full-time vacancy within the Information Technology Services Department.

TENTATIVE SCHEDULE

Examples Of Duties

  • Identifies data communications system needs; determines solutions to meet current and future needs as well as to rectify ongoing system problems; evaluates technical merits of various technologies (i.e., hardware/software products) and service delivery methods (in-house installation/maintenance vs. outsourced alternatives); develops and presents reports and technical data as requested;

  • May act as a consultant in systems design, and may be directed to provide functional supervision of peers, technical maintenance staff, and/or contractors/vendors; prepares and presents status reports, informational briefings and/or other verbal or written material on assigned project;

  • Supports the County-wide Public Safety Radio Network (PSRN), which includes the following: conducting traffic analysis and capacity planning for County-wide microwave back-haul infrastructure; servicing and supporting County-wide microwave back-haul infrastructure, servicing and supporting County-wide simulcast radio systems including radio dispatch centers, servicing and supporting the buildout of a 700Mhz P25 radios system; and servicing and supporting mountain-top sites including a variety of power sources;

  • As a second level escalation point, assists with the timely resolution of data communications network-related problems; assists other work groups in the problem isolation process; serves as the escalation point in dealings with vendors involved in major problem resolution;

  • Facilitates the minimization of network problems by developing correct engineering and installation techniques and procedures for the Telecommunications Division to use to reduce the number of data network issues;

  • Performs other related duties as required.

EDUCATION, TRAINING, AND EXPERIENCE

Extensive professional level local and wide area network communications experience, including design, engineering, installation practices, and maintenance, which demonstrates competency in requisite knowledge and abilities.

NECESSARY SPECIAL REQUIREMENTS

  • Must have some experience with all of the following:

  • Supporting a County-wide or similar size Public Safety Radio Network (PSRN);

  • Conducting traffic analysis and capacity planning for County-wide or similar size microwave back-haul infrastructure;

  • Servicing and supporting a County-wide or similar size microwave back-haul infrastructure;

  • Servicing and supporting a County-wide or similar size simulcast radio system;

  • Servicing and supporting the existing as well as the buildout of a 700Mhz P25 radios system;

  • Servicing and supporting radio dispatch centers;

  • Servicing and supporting mountain-top sites including a variety of power sources.

  • Ability to lift objects weighing up to forty (40) pounds;

  • Ability to work in confined spaces;

  • Ability to travel to conduct studies or troubleshoot throughout Ventura County;

  • Ability to work long hours to resolve technical problems or meet project deadlines;

  • Ability to work nights, weekends, and, holidays on an on-call basis;

  • Ability to identify different colors of electrical wires required for cable pulling and termination;

  • Possession of or ability to obtain a valid Class C California Driver License by date of hire;

KNOWLEDGE, SKILLS, & ABILITIES

Thorough knowledge of:

  • The practices related to communications network and RF (Radio Frequency) design;

  • The functions of ‘state of the art’ network and RF (Radio Frequency) component equipment;

  • Installation, management, troubleshooting, and resolving problems with equipment; Motorola core architecture, remote site RF (Radio Frequency) design and functionality, network linking equipment including products such as routers, edge switches, wireless devices and controllers.

Demonstrated skill In:

  • Expert-level communication system knowledge and skills; analyzing, designing, installing, establishing, and maintaining complex telecommunications solutions; plan for unanticipated events; application of RF (Radio Frequency) propagation theory;

  • Analytic techniques utilized in communications and network design and support;

  • Problem-solving, including planning for unanticipated events;

  • Application of RF (Radio Frequency) propagation theory;

  • Project management techniques including management of multiple tasks, problem-solving aptitude, demonstrated leadership, team building, problem solving, negotiating, communicating and planning.

Comprehensive ability to:

  • Perform the role of subject matter expert in today’s network-based RF (Radio Frequency) system design involving technologies such as Motorola's Astro P25 system architecture as well as microwave infrastructure;

  • Develop programs for subscriber devices and current methods to deploy devices to field units;

  • Implement, administer, and manage commercial system performance monitoring tools, specifically Motorola base system status monitoring, SolarWinds and Wireshark to assess systems health and proactively address potential issues;

  • Provide a high level of customer service and maintain positive working relationships with customer departments and internal staff members;

  • Communicate effectively both verbally and in writing.
