Direct and oversee the system wide accounting function. Responsible for the integrity, accuracy and timeliness of the accounting system. Specifically, proper classification of the thousands of general ledger transactions for the individual colleges and system office, including ultimate responsibility for the development of internal and external financial reports, the external audited financial statements, as well as all other system wide and individual college reports. Responsible for system-wide and individual college accounting for compliance with requirements of the Kentucky Revised Statues (KRS), the Governmental Accounting Standards Board (GASB) and the National Association of College and University Business Officers (NACUBO), US Department of Education guidelines and reporting requirements. Responsible for ensuring general ledger interfaces are operating properly; ensuring individual college and system office transactions are recorded in a timely and accurate manner. Nonperformance of these duties could lead to questions of mismanagement and KCTCS receiving a modified audit opinion causing a creditability gap in KCTCS' financials possibly resulting in the loss of significant revenue streams by governmental and outside funding entities.This is a defined-term contract position renewable each fiscal year and located in Versailles, KY.KCTCS offers a hybrid work schedule with a requirement to be onsite a minimum of 3 days per work week. Hybrid work schedules are subject to periodic review and may be modified or terminated at any time.Job Duties:External Audit Coordination: Responsibility for drafting audit related schedules and statements, correspondence and coordination of the final accuracy of the financial schedules and statements.Compliance and Implementation of Accounting Standards: Develop, implement and maintain accounting policies and procedures as approved by KCTCS administration and the Board of Regents, KRS regulations, oversight of all system wide accounting transactions (including individual college accounting transactions) to make sure all accounting transactions, procedures and policies meet established guidelines and standards, including the Governmental Accounting Standards Board (GASB).Oversee and ensure accuracy of various financial related reports to external agencies, e.g., IPEDS, SACS Financial Profiles, FD's, AFRs.Prepares bookkeeping for OPEB trust and financial statements. Prepares various monthly, quarterly journals.Advises and consults Facilities Management on various accounting issues relating to Asset Management and the interface with our General Ledger to ensure the GL reflects an accurate accounting and reporting of fixed assets additions, deletions, changes and calculation of depreciation. Investigates and resolves errors and conflicts.Assists Colleges and System Office Staff: Work with the college business officers and their staff as necessary to resolve accounting issues and concerns and assist with correctly recording of accounting transactions and accounting for proper classification of assets, i.e., capital leases. Also work closely with other system office finance and institutional advancement staff on financial and accounting related matters, e.g., gift account reconciliation.Financial System Upgrades/Problem Resolutions: Work with other system office departments and colleges as necessary to ensure testing, collaboration and implementation of system upgrades and problem resolution for the financial system, including interfaces, with PeopleSoft, general accounting questions and issues, etc.Human resources administration; evaluations, approve time sheets, vacations, etc.Performs other duties as assigned.Minimum Qualifications:Bachelor's Degree in Accounting and ten (10) years of relevant experience or equivalent.Certified Public Account (CPA) License. Preferred Qualifications:Master's Degree in Accounting and fifteen (15) years of relevant experience or equivalent.Additional Skills Requested:This position requires the ability to work independently and with leadership and employees at both the system office and college-level and with external auditors and actuaries. It requires ability to understand, apply and prepare KCTCS policies and procedures; the ability understand, implement and apply Governmental Accounting Standards and Generally Accepted Accounting Principles; and the ability to evaluate internal controls. This position requires ability to seek guidance as needed and to accept guidance as provided.
