U.S. Army Corps of Engineers Budget Analyst in Vicksburg, Mississippi
Summary About the Position: This position is located with the Management Integration Office (MIO), U.S. Army Research and Development Center (ERDC), Vicksburg, MS. May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties. Responsibilities Serve as the main functional point of contact for day-to-day budget/financial issues Perform financial transactions using a Corps of Engineer Financial Management System (CEFMS) involving program setup, execution, and closeout for all funding activities. Processes acceptance of funds for incoming reimbursable funding; coordinates and contacts sponsors/vendors to validate financial requirements. Understands and uses Project Management Information System (P2) to establish projects and resource funds for use in CEFMS. Coordinates all necessary required processes, such as unliquidated obligation reviews (ULOs), cost transfers, accruals, distributions, etc., in a timely and accurate manner to ensure financial execution and accountability. Prepares or staffs support agreements for appropriate language and accuracy before they are routed through the chain of command for Budget Division, Office of Counsel, and Contracting Division approval. Generate reports showing the status of receipts, obligations, and expenditures of funds using CEFMS and the ERDC Data Warehouse. Process receiving reports for timely payment of invoices, working with U.S. Army Corps of Engineers Finance Center to ensure payment and maintain proper documentation. Serves as technical POC for all actions listed above and any other action that is deemed necessary to complete financial execution for all programs/projects. To Qualify at the DJ-02 (GS-05/10) grade level: General Experience: Three years of progressively responsible general work experience with one year of that experience equivalent to the DJ-01 (GS-04) grade level, which includes experience analyzing problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work, and communicate effectively orally and in writing. OR Education: Four-year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. In addition to the qualifications listed above, to qualify at the DJ-03 (GS-11/12) grade level: Specialized Experience: One year of specialized experience equivalent to the DJ-02 (GS-09) grade level in the Federal service which includes creation and modification of analytical documentation and reports leveraging business intelligence and/or other analytical applications and performing at least 2 out of the 3 following duties: 1) monitoring funds and expenses for an annual operating budget, 2) analyzing trends using Excel to identify budgetary problems and creating reports from findings to forecast funding needs, 3) preparing reports using Microsoft Office on the status of funds, expenditures, and obligations. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Financial Management, Accounting, and/or Mathematics OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
