Role Overview:

The Bridge Inspection Supervisor for the Indiana Department of Transportation (INDOT) conducts inspections of bridges and large culverts in order to maintain public safety and confidence, and to protect public investment. The Bridge Inspection Supervisor is a Team Leader and is responsible for the supervision, training and performance of area Bridge Inspectors. Bridge Inspectors must conform to the National Bridge Inspection Standards by inspecting each bridge at a minimum biennially, assigning ratings to bridge elements and reporting findings in accordance with the coding guidance developed by the Federal Highway Administration and INDOT. Bridge inspectors also inspect large culverts at a minimum of every five years, evaluating material deterioration and member distress and reporting findings in accordance with the Large Culvert inspection guidelines developed by INDOT.

Salary:

This position traditionally starts at an annual salary of $75,010.00. Salary for this position may be commensurate with education and job experience.

Location:

This position is located in INDOT’s Vincennes District, Bridge Inspection Department.

A Day in the Life:

The essential functions of this role are as follows:

  • Manages the Bridge Inspection Team for the department’s ongoing operations; continually develops and implements improvements to the team’s work processes

  • Performs biennial inspections for INDOT bridges

  • Performs inspections of large culverts (small structures 4’ to 20’ in span)

  • Reviews & Approves some bridge inspection reports

  • Determines specialized bridge inspection needs

  • Quality Control Officer – performs some QC office & field reviews

  • Performs routine biennial bridge inspections

  • Stays on-call to perform emergency damage inspections, i.e. collision, high water

  • Performs fracture critical & in-depth inspections using access equipment

  • Performs special inspections for bridges with concerns;

  • Performs post-construction inspections for bridges

  • Prepares & submits reports for completed inspections

  • Reports deficiencies to bridge maintenance crew for corrective action

  • Submits bridges recommended to be programmed, including mini-scope & cost estimate

  • Determines work needed to repair damaged bridges & coordinates the repairs

  • Monitors the project schedules of all bridges of concern monthly

What You'll Need for Success:

This person must have the following requirements to be considered for employment:

  • Registered Professional Engineer in Indiana with 5 years bridge experience

  • Must have a Bridge Inspection Team Leader certification, or the ability to obtain such certification within 9 months of hire

  • Understanding of how bridge and large culvert members function, and to recognize the impact a defect may have on the load carrying capability of a bridge component or element

  • Thorough knowledge of inspection principles, practices, techniques, and the ability to apply these principles and procedures as required

  • Ability to read and interpret technical documents including but not limited to bridge and large culvert design and rehabilitation plans, roadway plans, inspection reports, maintenance records, geotechnical data, hydraulic data, and maps

  • Knowledge of bridge maintenance principles, practices, methods and techniques related to maintenance of bridges and large culverts

  • Must have valid Driver's License.

  • Extensive knowledge of and ability to apply civil engineering theories, principles, methods, and procedures to the engineering specialty.

  • Broad knowledge of planning, design, or construction of highway or transportation project features (such as roads, bridges, pavement, or traffic structures) in accordance with engineering design and construction standards, principles and methods. 

  • Extensive knowledge of and ability to apply federal and state laws, rules, regulations, and procedures governing incumbents filed of specialization.

  • Considerable knowledge of and ability to apply computer aided design and drafting functions to field of specialization.

  • Ability to prepare and review complex design plans and reports relating to the functional area of specialization.

  • Ability to perform the algebraic, trigonometric, and higher mathematical computations applied to design operations.

  • Extensive knowledge of and ability to apply the provisions of American Association of State Highway and Transportation Officials (AASHTO) Design Specifications, AASHTO Standard Specifications and Tests, ASTM Standards.

  • Working knowledge of Indiana Design Manual (IDM), Indiana Manual of Uniform Traffic Control Devices (IMUTCD), INDOT standard specifications and standard drawings. 

  • Knowledge of department systems not limited to Scheduling Project Management System (SPMS), Deighton Transportation Information Management System (dTIMS), ArcGIS, and Work Management System (WMS).

May need additional requirements depending on the assigned specialty:

  • Bridge: Ability to use bridge design software such as CONSPAN, RC-Pier, GEOMATH, and Merlin Dash. Required to complete every 10 years, National Highway Institute course "Safety Inspection of In-Service Bridges", “Fracture Critical Inspection Techniques for Steel Bridges”, “Bridge Inspection Refresher Training “. Attend INDOT Bridge Inspection training classes, Annual Local Transportation Assistance Program (LTAP) County Bridge Conference at Purdue and Annual State Border bridge inspections - if in their District every year.

  • INDOT Quality Control/Quality Assurance Training Requirements: NHI course "Safety Inspection of In-Service Bridges", NHI course “Fracture Critical Inspection Techniques for Steel Bridges”, NHI course “Bridge Inspection Refresher Training“ - required every 5 years, INDOT Bridge Inspection training classes

  • Certified Asbestos Inspector licensure or willingness to obtain.

  • Certified SPRAT Level 1 climber or higher, or willingness to obtain.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
