The VP, Proposal Development shall be responsible for the coordination and management of proposal plans and submissions for the Chenega Corporation, Professional Services Strategic Business Unit.

Responsibilities

  • This position shall be responsible for overseeing the entire proposal management process.

  • Meet with company Presidents, BD resources and PSSBU leadership to capture vision and discriminators for each company within the SBU. Compile this information into a concise format and make available to designated stakeholders.

  • Develop in detail and continually re-evaluate SBU proposal development strategy.

  • Develop protocols for evaluating opportunities.

  • Analyze Requests for Proposals with core team to validate/verify interpretation of the requirements.

  • Participate with capture stakeholders for Bid/No Bid recommendations with supporting rationale.

  • Work with appropriate functional experts and SMEs to identify key discriminators, price-to-win, and win themes.

  • Oversee Proposal Team’s development of RFP proposal responses and pre-proposal plans.

  • Oversee general responsibilities and specific tasks with deadlines for all proposal staff.

  • Continually analyze the status of proposal development to ensure progress towards schedule and compliancy.

  • Effectively manage the productivity and contributions of all team members to produce desired results.

  • Attend industry day events and work in conjunction with Business Development team.

  • Coordinate with Chenega Business Services Group and respective company Presidents for SBA Business Plans, annual updates, and targets for 8(a) Business Activity Targets.

  • Interface with Business Developers and Executives to vet potential teaming partners.

  • Continue to enhance SharePoint Online repository for proposal information.

  • Develop strategies to achieve organizational goals, understand the organization's strengths & weaknesses.

  • Analyze market and competition, identify external threats and opportunities, adapt strategies to changing conditions.

Qualifications

  • Bachelors degree

  • Minimum of 10 years proven experience in development of winning proposals.

  • Experience managing and developing Federal Government proposals a plus.

Knowledge, Skills and Abilities:

  • Proficient with Microsoft Suite, including SharePoint Online.

  • Skilled at identifying and resolving problems in a timely manner, gathering and analyzing information, and developing alternative solutions

  • Able to excel in group problem solving situations

  • Able to use reasoning even when dealing with emotional topics.

  • Write clearly and informatively, edit work for spelling and grammar.

  • Able to vary writing style to meet needs and present numerical data effectively. Able to read and interpret written information.

  • Prioritize and plans work activities; Uses time efficiently; Plans for additional resources; Sets goals and objectives; Organizes or schedules other people and their tasks; Develops realistic action plans.
