Overview of the Project.

The USAID/Bangladesh Supply Chain Systems Strengthening Task Order is a Task Order under the Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA) IDIQ award, which is a mechanism within the Next Generation of Supply Chain Suite of Programs (NextGen). The purpose of the Task Order is to improve supply chain systems for commodity security, logistics, and regulation at all levels of the public health system, from national to subnational. The goal is to ensure that quality, affordable medicines, and other health commodities are consistently available to healthcare providers and patients when and where they are needed and used appropriately for improved health outcomes, in support of moving toward Universal Health Coverage. The Directorate General of Health Services (DGHS) and Directorate General of Family Planning (DGFP) under the Bangladesh Ministry of Health and Family Welfare (MOHFW) will be the main counterparts in this effort.

Overview of the Position:

The Chief of Party (COP) will serve as the lead interlocutor between USAID and the project team. Provides executive leadership and oversight for a major USAID supply chain and pharmaceutical management strengthening program in Bangladesh. Leads all strategic, programmatic, financial, and representational aspects to achieve project goals of ensuring availability and appropriate use of health commodities across Bangladesh.

Roles and Responsibilities:

Management:

· Lead start-up of project operations and implementation, including establishing field offices, hiring technical and support staff, onboarding partners, and initiating work planning.

· Provide overall leadership, management, and strategic direction for potentially complex interventions.

Build strong relationships with key stakeholders including USAID, Government of Bangladesh, private sector, and other implementing partners. Represent the project at high-level meetings.

· Manage a diverse team of technical, operational and management staff, ensuring high-performing and integrated cross-functional teams capable to deliver program results.

· In conjunction with USAID and with input from key stakeholders, determine priorities, develop work plans, prepare annual reports and quarterly progress reports, and ensure the program responds to changing conditions and operating environments.

· Oversee program administration, implementation, and financial management to ensure alignment with budget allocations, internal policies, and USAID regulations.

· Monitor progress, expenditures, and results. Identify implementation challenges and bottlenecks. Recommend and implement corrective actions.

· Promote learning and knowledge sharing across technical teams. Lead after-action reviews and retrospectives.

Technical:

· Lead an innovative and applied technical vision for better understanding and implementation of effective risk reduction interventions.

· Coordinate with other USAID implementing mechanisms and partners in related technical areas.

· Ensure high-quality technical leadership and oversight is in place, including rapid mobilization of technical assistance to support country implementation interventions.

Representational:

· Serve as a primary liaison with USAID, the donor community, and other key stakeholders for the program. Ensure effective country-level relationships are established with relevant ministries, local partners, and others.

· Manage consortium, including ensuring effective communication with all partners, defining scopes of work, proactively identifying, and resolving partnership issues, and ensuring cohesion throughout program implementation.

Additional responsibilities may be assigned as business needs evolve.

Minimum Qualifications:

· Master's degree in healthcare, supply chain management, business administration or related discipline.

· Minimum of 10 years work experience in international development directing large, complex global health programs. Prior experience as COP or Deputy COP is ideal.

· Strong experience managing USAID or USG funded projects, including compliance with regulations and reporting.

· Minimum of 5 years’ experience in addressing health supply chain and pharmaceutical management strengthening activities.

· Demonstrated experience with a mix of practical technical skills including Forecasting and Supply Planning, Warehousing and Inventory Management, Pharmaceutical Services, Strategic Planning, Risk Management…

· Ability to think strategically and work effectively in a team environment.

· Dynamic leadership and collaboration skills working across public and private institutions.

· Demonstrated experience leading capacity building for local actors in the public sector, providing capacity building assistance at individual and organizational levels.

· Exceptional communication and collaboration skills and a proven track record of interacting with other projects, high-level host government counterparts and international agencies.

· Demonstrated effective personnel management, including large interdisciplinary teams, coordination, creativity, and willingness to innovate, and decision-making skills along with an ability to troubleshoot.
