Background on PNG PEP Activity

USAID-Papua New Guinea Electrification Partnership (PEP) Activity is a five-year (2020–2025) project partnership with the Government of Papua New Guinea (GoPNG) to advance the country’s journey to self-reliance by contributing significantly to achieving the goal of connecting 70 percent of PNG’s population to electricity by 2030. USAID-PEP is part of the United States Government’s Indo-Pacific Strategy, particularly the Asia Enhancing Development and Growth through Energy (EDGE) Initiative, which supports market-based energy policy and reforms, the modernization of energy infrastructure, and expanded access to affordable, secure, and reliable energy supplies. USAID-PEP is also a part of the broader PEP initiative signed by the five partner countries – PNG, United States, Australia, Japan, and New Zealand – in 2018 that aims to encourage cooperation and accelerate the achievement of PNG’s electrification goals.

Kaizen provides organizational development support to PNG Power Ltd (PPL) through its Organizational Self-assessment and Transformation Program (OSTP). Launched as a pilot initiative, OSTP is driven by internal change agents within PPL, known as Change Team, with support from PEP. The Change Team leads the process of identifying opportunities for improvement at PPL and implementing projects to achieve those improvements, to foster a culture of excellence. Guided by the Kaizen Senior Technical Manager, Kaizen will support the Change Team to design improvement interventions in a way that ensures they are fully owned by PPL.

Introduction

The Stakeholder Engagement Consultant (SEC) will play a crucial role in supporting the PPL OSTP Change Team in successfully engaging stakeholders to implement three change initiatives. The SEC will provide (1) technical assistance and (2) training for stakeholder engagement.

  • The SEC will collaborate closely with the PPL OSTP Stakeholder Engagement sub-team to identify and engage key stakeholders essential for each of the three initiatives. This includes helping the PPL OSTP Change Team understand stakeholder interests and concerns, crafting targeted communication strategies, developing communication content, and facilitating productive interactions with stakeholders. The ultimate goal is to build strong, collaborative relationships that enable the successful implementation of the OSTP change initiatives.

  • Additionally, the SEC will provide capacity-strengthening support to the OSTP Change Team, equipping them with the skills necessary for effective stakeholder engagement. The program will enhance abilities in communication, negotiation, influence, and conflict resolution, ensuring the team can navigate complex stakeholder relationships and foster positive interactions.

    Adhering to Kaizen’s commitment to locally-led development, the SEC will support the aspirations of the PPL Change Team and leverage their strengths. They will apply participatory approaches, enabling the PPL Change Team to drive key decisions on how the work is done. The SEC will support the OSTP Change Team to drive stakeholder engagement.

    Objectives

  • Help identify and map relevant stakeholders for PPL OSTP Change Team initiatives.

  • Develop effective communication strategies and content tailored to different stakeholder groups and facilitate stakeholder engagements to enhance their understanding and support for the OSTP.

  • Enhance the skills and knowledge of the PPL Change Team members in stakeholder engagement. This includes strengthening communication, negotiation, influence, and conflict resolution capabilities.

  • Help the Change Team create a plan to manage potential opposition and mitigate risks through proactive communication

    Qualifications

    Required  

  • A Master’s degree in relevant subject areas plus a minimum of eight (8) years of relevant work experience in organizational development, stakeholder engagement, or business management; or a Bachelor’s degree and a minimum of ten (10) years relevant experience working in organizational development, stakeholder engagement or business management.

  • Experience carrying out stakeholder mapping and stakeholder engagement strategy development.

  • Experience organizing and leading trainings and workshops with USAID, implementation partners, and other participants. 

  • Strong understanding/experience in organizational and institutional development, change management, and leadership development. 

  • Excellent communications, facilitation, and interpersonal skills with the ability to develop strong working relationships with diverse stakeholders, working with multi-ethnic staff in multicultural environments. 

  • Ability to communicate English effectively both orally and in writing, including the production, oversight, and quality control of high-quality reports. 

  • Ability to manage complex relationships and resolve conflicts.

  • Experience of working in the PNG context.

    Preferred  

  • A consultant (preferably local) who is based in Papua New Guinea 

  • A firm understanding of the Papua New Guinea context and the ability to collaborate with a local interdisciplinary team. 

  • Experience developing and applying resources to create, capture, organize, and share knowledge across technical sectors, multiple donors, and within project activities and staff. 

  • Ability to facilitate candid but constructive and appreciative dialogue among stakeholders, with an emphasis on problem-solving, individual responsibility, team spirit, mutual respect, and empowerment.

  • Detailed budget to be provided based on the final scope of work and timeline.

    Evaluation Criteria

  • Success in identifying and addressing training needs.

  • Participant feedback and improvement in stakeholder engagement skills.

  • Positive changes in stakeholder interactions and relationships post-training.

    By fulfilling these responsibilities, the Stakeholder Engagement Capacity Building and Training program will empower the energy utility company's team members to effectively manage and engage stakeholders, contributing to the overall success and sustainability of the company's projects and initiatives.
