Job Description

The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

Senior RCH-CH Officerwill base in Sangkhlaburi (Kanchanaburi Province) and will be primarily responsible for the supervision and technical support of the RCH-CH (Reproductive and Child Health and Community Health) team in the Ban Don Yang camp. -Senior RCH-CH officer will also contribute expertise in the technical support of the clinic team in BDY camp and the RCH team in Tham Hin as required.

Major Responsibilities:

  • Regular visit to the BDY camp health facilities and provide supervision to camp-based staffs of Reproductive Child Health (RCH) team and Community Health (CH) team to ensure that quality care of Reproductive Child Health (RCH) and Community Health (CH) are provided to clients

  • Provide technical support to midwives in BDY camp in order to improve and maintain quality RCH programs including antenatal, safe delivery & postnatal care, and family planning services

  • Ensure appropriate and on time referral of obstetrics/gynecology cases and family planning clients as part of the medical referral program

  • Provide regular refresher and on the job training to midwives as well as initial midwife training as required.

  • Conduct regular quality of care and skill assessment of the RCH service and the RCH staffs by close supervision of ANC record, IPD chart and referral forms

  • Maintain and improve service quality and coverage of the family planning services including short-term and long-term contraceptive methods

  • Maintain and improve quality and coverage of immunization services according to Thai MOPH EPI guideline

  • Ensure quality and coverage of childhood nutrition services (child growth monitoring, supplementary and therapeutic feeding programs) and nutrition assessment forms including monthly reports

  • Coordinate with MOPH to obtain the enough supply of vaccines and other technical resources.

  • Prepare RCH monthly reports and periodic progress reports using HIS report and IRC e-database tools related to reproductive and child health services.

  • Participate in issuing delivery certificate for babies delivered in IRC health clinic

  • Provide technical support and build the capacity of the community health team in BDY camp through regular monitoring and assessment, conduct refresher training and through on-going supervision.

  • Supervise the implementation of community health activities (i.e. health education, training, health campaigns, hygiene promotion campaigns, school health activities, etc.)

  • Serve as a focal point, liaise and coordinate with IRC partners and IRC health and environmental health staff on the implementation of community health activities and interventions.

  • Conduct regular meetings with community leaders to ensure community participation in community health activities and collaborate with camp education committee for school health activities.

  • Work together with CHWs and other health teams (Clinical, Reproductive health, and Environmental Health) to review existing IEC materials, identify needed health messages and develop IEC and BCC materials that are simple, better communicate message and acceptable by community.

  • Ensure all relevant data of both Reproductive Child Health (RCH) team and Community Health (CH) team are correctly collected and reported on time for monthly HIS report and respective quarterly reports.

  • Provide technical support to the clinic team in BDY camp (as required)

  • Provide technical support to the RCH team in Tham Hin (as required)

  • Coordinate with HIS team for Ban Don Yang Camp Health Information data collection and report.

  • Assist and support the Senior Health Manager as necessary in monitoring RCH and community health program budgets and spending plan to ensure expenditures are on track and utilize for requirements and related activities.

  • Perform other related duties as requested.

    Key Working Relationships: Senior RCH-CH Officer will work closely with Senior Health Manager, IRC Health team and Operation team of IRC Sangkhlaburi Office, Reproductive Child Health Officers and Community Health Officers of other camps under IRC and other departments of IRC Health team.

Position Reports to: Senior Health Manager

Position directly supervises:Camp-based assistants of Reproductive and Child Health team (midwives) and Community Health team (CHWs) of Ban Don Yang camp, Kanchanaburi Province

Indirect Reporting:Senior Health Coordinator

Job Requirements:

Education:Bachelor of Nursing or Midwifery

Work Experience:Minimum 5 years’ experience working in a relevant field; work experience in a refugee camp/resource poor setting is an advantage

Demonstrated Skills and Competencies:

  • Extensive experience in labor and delivery, including management of complicated deliveries and/or obstetric emergencies

  • Good ANC, PNC and Neonatal care skills

  • Demonstrated training and facilitating skills are highly desired

  • Ability to work in cross cultural work environment

Language Skills:

  • Fluency in both spoken and written English is a requirement

  • Able to speak at least one of the following languages: Thai, Karen or Burmese

Certificates or Licenses:Holding Thai midwifery or nursing license is an advantage

Working Environment: The position is a National Position based in the IRC Sangkhlaburi office in Kanchanaburi province with frequent and regular travel to the refugee camp (Band Don Yang) as well as with travel to the refugee camps and the Thailand-Myanmar border area as required
