National Park Service Administrative Officer in United States

Summary This position is located in Manhattan Project National Historical Park Open to the first 50 applicants or until 12/07/2022 whichever comes first. Responsibilities Plans, manages, directs, and responsible for all matters pertaining to park budget and finances. Tracks expenditures and obligations, sets up controls to monitor expenses during the year; and recommends budget adjustments including restructuring budget allocations or work plans to deal with changing situations such as varying costs for equipment parts, or services, and changes in the availability of funds. Provides accurate and reliable advice by planning, organizing, directing and coordinating all administrative functions of the park, including payroll, records management, travel services, tracking and payment of invoices, fleet management, Information Management (IT) and internal controls. Responsible for acquiring all goods and services to accomplish park goals and priorities. Advises Park managers on property accountability and control practices. Coordinates reporting for purchasing. Supports negotiation and administration of cooperative and inter-agency agreements and memorandum of understanding/agreement with other Federal agencies, other levels of government and/or other public, private, and non-profit institutions. Facilitates identification and implementation of systems and processes to standardize administrative functions and procedures across park sites. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. Qualifications All qualifications must be met by the closing date of this announcement-12/07/2022-unless otherwise stated in this vacancy announcement. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: gathering information to support the development of short- and long-range goals for the organization's financial operating plan; participating in the administration of a small, stable budget involving basic administrative expenses; performing clearly-defined administrative tasks in support of established requirements for supplies, property management, or office moves; or providing various administrative services to enable efficient operation of a business or program office You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one of the following: (1) a masters or equivalent related graduate degree, (2) 2 full years (36 semester/54 quarter credits) of progressively higher-level related graduate education leading to such a degree, or (3) a LL.B. or J.D., related to the position. Directly related graduate study may include, but is not limited to; business administration, accounting, governmental budgeting, and/or public administration. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. For example, six months of the specialized experience described (50% of the experience requirement), and 18 semester hours or 27 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education). Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
