Job Summary

Under general direction, is responsible for performing airside and administrative duties focused on providing a safe operating environment for airside stakeholders at San Antonio International Airport. Exercises direct supervision over assigned staff.

7:45 a.m. - 4:30 p.m., (Training); Probationary & Post Probationary (Rotating Shifts - 10 Hours)

Essential Job Functions

  • Inspects all runways, taxiways, ramps and their associated areas to ensure compliance with FAR Part 139 and the Airport Certification Manual, and to ensure conditions are safe for the continued operation of aircraft.

  • Monitors airport tenants and their leased areas for possible violations of the Airport Rules and Regulations and other applicable regulations (fire code, environmental code, etc.) and notifies the appropriate parties in the Aviation Department for investigation and correction of these issues.

  • Issues and cancels Notices to Airmen (NOTAMs) for the opening, closing, and condition reporting of airfield facilities as needed.

  • Coordinates daily airfield activities related to airfield maintenance work, airfield construction projects, aircraft escorting, aircraft run- up requests, U.S. Custom's clearance locations for general aviation aircraft, and wildlife dispersal.

  • Responds to all aircraft emergencies and fuel spills, implements the Airport Emergency Plan as required, and makes immediate and vital decisions affecting the safety of aircraft operations during emergency conditions.

  • Documents daily airfield events through daily logs and incident/information reports.

  • Works with the Federal Aviation Administration, other federal agencies, and airport tenants as required to ensure the safety of aircraft operations.

  • Develops, implements, and oversees programs that promote a proactive approach to the continued safe operation of aircraft at San Antonio International Airport as part of the Airport's Safety Management System (SMS). These programs include the FOD Prevention Program, Terminal Ramp Safety Program, and Tenant Safety Program.

  • Oversees the administration and upkeep of the Airfield Driver's Training Program.

  • Ensures the upkeep of any assigned administrative responsibilities.

  • Tracks and records aircraft parking outside of tenant leased areas for billing purposes.

  • Supervises the Airport Operations Agents assigned to the shift.

  • May require lifting and carrying up to 40 pounds, twisting, and kneeling when responding to aircraft emergencies, fuel spills and performing inspections. Operates office equipment, communicates and advises supervised staff.

  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.

  • Two (2) years of experience in airport operations.

  • Valid Class 'C' Texas Driver's License.

  • Must maintain federally mandated security clearance required to work at an airport at all times.

  • Must pass a Transportation Security Administration (TSA) Security Threat Assessment and a Criminal History Records check upon employment.

Preferred Qualifications

  • Prior Airport Operations experience at Agent/Officer level or greater at a Part 139 Certified Airport.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Knowledge, Skills, and Abilities

  • Knowledge of Federal Aviation regulations (FAR), parts 77 and 139.

  • Knowledge of Federal Aviation Administration Advisory Circulars (AC's) 150 series pertaining to airports.

  • Knowledge of principles, practices, techniques, and methods of Airport operations.

  • Knowledge of basic management skills, techniques, and procedures.

  • Knowledge of weather and NOTAM terminology used in Airport operations.

  • Knowledge of airport emergency operations, methods, procedures, and practices.

  • Skill in the proficient operation of personal computers & associated software.

  • Skill in utilizing a two-way UHF and VHF radios.

  • Ability to recognize unsafe airfield conditions and take appropriate action to ensure the safety of airport stakeholders.

  • Ability to develop work plans and schedules.

  • Ability to communicate clearly and effectively.

  • Ability to supervise, train, and, evaluate assigned staff.

  • Ability to establish and maintain effective working relationships with airport tenants, governmental agencies, and other Aviation Department employees.

  • Ability to recognize unsafe airport conditions and take appropriate action to ensure the safety of employees and the public.

  • Ability to prepare accurate, concise, and detailed reports.

  • Ability to perform all the physical requirements of the position with or without accommodation.

  • Working conditions are primarily inside and outside with frequent exposure to loud noises and temperature extremes.
