GENERAL DESCRIPTION:

The Wyoming Department of Agriculture is searching for a Laboratory Manager for its Analytical Laboratory in Laramie, WY. The laboratory performs agriculture, food, and environmental testing. The laboratory manager manages, directs, and supervises chemical and microbiological staff. The manager assures appropriate methodologies for analyses as required by state and federal law; This position develops and manages the division policies and procedures, budget, strategic plan, and daily operations. The manager serves as a liaison and collaborator with other State and Federal agencies and industry associations. The position leads the updating or rewriting of statutes and regulations and meets other legislative requirements as directed in addition to providing technical expertise to clients or the courts requiring evaluation or interpretations. The manager is responsible for quality programs to maintain federal certifications (EPA/USDA/FDA) and ISO/IEC 17025 accreditation.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Participates in the Department's planning, management, and budgeting decisions.

  • Sets the laboratory priorities, policies, and standards; assures compliance with accreditation standards and Federal/State certification programs.

  • Directs and supervises subordinate staff including completing performance appraisals, providing direction, and counseling.

  • Ensures employee safety and environmental conditions for instrumentation.

  • Determines section training needs and directs cross-training of staff.

  • Troubleshoots testing problems and analyzes complex test results.

  • Develop new technologies.

  • Provides consultation and coordination with other agencies and programs.

  • Responsible for all quality control/quality assurance programs for all sections of the laboratory.

  • Tests evidentiary items and serves as a national expert as well as serves as the State Chemist.

Qualifications

PREFERENCES:

Preference will be given to applicants with a Bachelor's degree in chemistry, biochemistry, or microbiology plus 2 - 4 years of progressive work experience (typically in an environmental laboratory) with the acquired knowledge at the level of a Laboratory Supervisor.

Preference may be given to the applicant with experience in:

  • Supervision of laboratory staff

  • Laboratory control

  • Specific experience working in an ISO/IEC 17025 accredited or GLP laboratory.

KNOWLEDGE:

  • Knowledge of management and supervisory skills.

  • Knowledge of state fiscal procedures.

  • Knowledge of principles, concepts, and current practices of government management and planning, including budget development and control.

  • Knowledge of personnel management, administrative prerogatives, and responsibilities.

  • Knowledge of local, state, and federal laws and regulations.

  • Knowledge of analytical sciences particularly in the areas of foods, water, pesticides, and agriculture or related products

  • Knowledge of laboratory quality assurance, practices, and safety; knowledge of hazardous material control.

  • Knowledge of and ability to work with instrumentation common to the modern analytical laboratory including the areas of spectroscopy, chromatography, molecular techniques, and other similar pieces of equipment used to complete accurate and detailed analysis.

  • Skill in evaluating data methodologies, organizing, planning, and managing a laboratory.

  • Skills in compliance and enforcement of state and federal rules and regulations.

  • Skill in motivating, evaluating, decision-making, and policy-making.

  • Skill in work management, organization, and leadership; oral and written communications; record keeping, evaluation, and decision making based on knowledge and generated data; dealing with people.

  • Skill in the creation and administration of budgets and strategic plans, SOPs, and lab certification documentation.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Science)

Experience:

2-4 years of progressive work experience (typically in a medical or environmental laboratory) with acquired knowledge at the level of a Laboratory Supervisor

OR

Education & Experience Substitution:

5-7 years of progressive work experience (typically in a medical or environmental laboratory) with acquired knowledge at the level of a Laboratory Supervisor

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Works with environmental samples.

  • Works closely with hazardous chemicals and substances.

  • Must be able to stand for long periods of time.

  • Some tasks may be repetitive.

  • Occasional exposure to loud noises.
