Job Summary
The Human Resources division is seeking a knowledgeable, detail - and customer - service oriented professional to serve in the role of Application Analyst I - HRIS. The Application Analyst I is responsible for performing a variety of technical tasks within the agency’s human resources information systems (HRIS) to ensure the proper operation of critical business functions as well as the quality and integrity of HR data. This role is based on-site.
Essential Functions
The selected candidate will be responsible for:
Serving as an HR representative and liaison for the cross-departmental SAP Employee Central and Workforce implementation and administration team.
Monitoring interfaces from the HR system of record with other HR systems, such as the County’s applicant tracking system, NEOGOV and learning management system, Cornerstone OnDemand, to ensure proper functionality. Investigating and promptly coordinating the fix of any identified integration issues.
Conducting system tests across multiple client environments before, during, and after system changes such as security patches, bug fixes, and feature updates.
Managing the JIRA system as both an administrator and user for Human Resources. Administrator duties encompass system and user management, project management, integration, and customization. User responsibilities include creating, updating, assigning, and managing issues, as well as collaborating with other team members to resolve them.
Utilizing Confluence – creating content, documenting processes and procedures, and keeping the HR knowledge base up-to-date.
Meeting with users/customers to define user needs; analyzing business functions and work processes.
Utilizing excellent customer service skills in providing services and solutions to HR customers/end users.
Providing assistance and technical support to HRIS users. Receiving and responding to calls and e-mails from users reporting problems and/or requesting assistance; providing technical advice; walking the user through the problem’s resolution; and explaining system procedures.
Developing and providing training to system users, which includes the creation and delivery of procedural manuals, system documentation, and application “quick tips” to be used as reference guides by system users. Providing basic HRIS technical assistance/guidance to end users and escalating to higher support tiers as necessary.
Assisting with the development and maintenance of web pages; makes changes to user accounts in networking and e-mail systems as assigned.
Supporting assigned software and network applications such as PC-based applications or Division-specific programs; assists users, maintains database and security; research, syntheses, and generates reports information from databases.
Maintaining organizational structure and pay plan for the agency in the HR systems of record. Preparing and uploading data to bulk-update system fields in support of activities such as pay plan maintenance and payments for various HR programs.
Identifying and proactively seeking timely resolution of system issues.
Coordinating the provisioning of HR-specific system permissions with Clerk of Courts IT and performing periodic user audits to ensure permissions follow industry best practices.
Creating standard operating procedures (SOPs), business process procedures (BPPs), and other documentation in support of assigned functions.
Preparing and monitoring system-generated reports, including ad hoc and recurring reports.
Participating in the evaluation and selection of consultants. Interfacing with and monitoring the consultants to ensure timely and quality completion of projects.
Minimum Qualifications
Associate's degree required.
Two (2) years of related experience; experience should be directly related to assigned business units' technical systems and programs.
Candidates without a related degree should possess two (2) years of related experience.
Fingerprinting Required.

Salary offers above the minimum of the pay grade may be considered based on qualifications.
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will make the determination as to who will be required to work.
