GENERAL DESCRIPTION:

We are presently seeking highly motivated, organized, and professional applicants for a legal assistant with the Consumer Protection, Antitrust, and Tobacco Litigation Unit. This position primarily serves as the Tobacco Settlement Unit Administrator, responsible for ensuring Wyoming’s compliance with the Master Settlement Agreement, which in turn ensures a yearly payment of around $15 Million to the State. In addition, this position provides paralegal support to attorneys representing three different agencies – the Wyoming Department of Health, the Wyoming Department of Transportation, and the Wyoming Gaming Commission – as well as two internal enforcement units of the Attorney General’s Office – the Tobacco Settlement Unit and the Consumer Protection and Antitrust Unit. Duties vary day-to-day, giving the person in this position a wide range of experience for growth and career development. The legal assistant hired for this challenging position will be expected to handle a wide array of tasks for multiple attorneys with strict internal and external deadlines.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Tobacco Settlement Unit Administrator. The Tobacco Settlement Unit (TSU) is the enforcement unit in the Attorney General’s Office that has the sole responsibility for implementing the Master Settlement Agreement (MSA). The MSA was entered into by a majority of the states with the four major tobacco manufacturers, or Original Participating Manufacturers (OPMs). The Tobacco Settlement Administrator is responsible for ensuring all appropriate steps are taken to ensure the State of Wyoming is diligently enforcing against nonparticipating tobacco manufacturers. This includes maintaining the State’s Wholesaler reports and escrow statements; reviewing submissions and updating certifications for inclusion on the Wyoming Directory of Certified Tobacco Products; assisting the TSU attorney in investigations; participating in monthly multistate working group calls; maintaining all TSU files; assisting in promulgating rules; other duties as assigned.

  • Consumer Protection and Antitrust Unit. The CPAU is responsible for enforcing Wyoming’s consumer protection and antitrust laws. The primary duties include answering and logging consumer protection complaint calls; maintaining required telephone solicitation records; maintaining required multi-level marketing records; assisting the CPAU attorneys in investigations and litigation; maintaining CPAU litigation files; providing office management support; maintaining the CPAU website; and other duties as assigned.

  • Also provide paralegal support services to the attorneys representing the Wyoming State Hospital, the Wyoming Department of Transportation, and the Wyoming Gaming Commission.

  • Consistently demonstrate analytical ability, administrative skills, ingenuity, and independent judgment.

Qualifications

KNOWLEDGE:

  • Knowledge of legal concepts, terminology, principles, and procedures.

  • Knowledge of how to use legal reference material and perform legal research; including online research in Westlaw.

  • Knowledge of state and federal court policies and procedures.

  • Knowledge of governmental and legislative processes.

  • Knowledge of agency mission goals, policies, and procedures.

  • Knowledge of office organization, methods, standards, and practices.

  • Knowledge and skill in Word, Excel, and PowerPoint applications.

  • Skill in organizing and maintaining voluminous quantities of legal documents.

  • Skill in reading and analyzing moderately complex legal material including court cases and opinions.

  • Skill in legal document preparation and editing.

  • Skill in producing professional written communication.

  • Skill in effective verbal communication.

  • Ability to read and understand Wyoming Statutes, court decisions, legal documents, and similar materials.

  • Ability to reason logically analyze situations accurately and recommend an effective course of action.

  • Ability to work cooperatively with attorneys, support staff, technical staff, and the general public.

  • Ability to use general office equipment including computers, fax machines, copiers, scanners, and calculators.

  • Ability to maintain confidentiality in all aspects of work.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree

Experience:

0-2 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist I

OR

Education & Experience Substitution:

3-5 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist I
