SUMMARY:

The Budget Specialist I, under Senior Budget Manager supervision, performs routine budget preparation, reviews and approves moderately complex budgetary documents and performs moderately complex budgetary analyses.

DUTIES & RESPONSIBILITIES:

  • Perform fiscal analysis and respond to budget inquiries.

  • Facilitate and track entries in employee payroll management system

  • Prepare and maintain budgetary analysis of funds and prepares reconciliations.

  • Assist in reviewing, evaluating, and preparing requests for funds.

  • Assign budget transfers and financial system entries to appropriate department admins.

  • Reconcile, analyze, and compile data, and develop financial reports as requested.

  • Identify and uphold basic budget guidelines in accordance with TAMUC and System regulations, policies, procedures, and reporting.

  • Collaborate with Senior Budget Manager.

  • Maintain attendance during authorized work schedule.

  • Other duties as assigned.

MINIMUM REQUIREMENTS:

  • Education: Bachelor’s degree in a related field from an accredited college or university or an equivalent combination of related education and experience.

    Substitution Note: Relevant work experience may be substituted in lieu of education requirements on a year-for-year basis, with one (1) year experience equivalent to thirty (30) semester hours. A completed advanced degree may also be substituted in lieu of work experience.

  • Experience: No prior work experience required.

    Relevant work experience may include accounting, program or agency operating budget management, annual operating budget processes, grant management, and proficiency using automated financial software systems (Workday, Laserfiche, AggieBuy, Concur, and FAMIS/Canopy).

  • Knowledge/ Skills/ Abilities:

  • Have keen attention to detail and able to multi-task without sacrificing accuracy or timeliness.

  • Ability to analyze fiscal management information, determine appropriate use of funds, perform statistical analyses, identify and develop budgetary reports and schedules, analyze problems and develop and present solutions, and apply actions to effectively resolve current, and prevent recurrences of problem conditions.

  • Ability to be organized, flexible, and able to effectively prioritize.

  • Responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.

  • Ability to anticipate and identify issues and problem-solve.

  • Ability to communicate with tact and diplomacy.

PREFERRED EDUCATION / SKILLS/ EXPERIENCE:

  • Experience communicating and presenting to varied small and large groups.

  • Ability to convey technical information in lay terms that can be understood by people with a variety of educational and working backgrounds.

  • Proficiency in operating personal computers with spreadsheet, word processing, and database software systems. Ability to create and review complex spreadsheets to extract financial data.
