Summary This position is in the Construction Branch Engineering Field Pool of the Central Federal Lands Highway Division (CFLHD) in Lakewood, Colorado; Carson City, Nevada; Henderson; Nevada; Clovis, California; or Albuquerque, New Mexico. The Construction Control Inspector is responsible for the physical construction of federal projects under the jurisdiction of Central Federal Lands. Responsibilities As a Construction Control Inspector, you will: Be responsible for day-to-day project activity coordination with the client or cooperating agency representatives, state and county units, local municipalities, and other interested groups. Administer the construction contract by providing staff and contractor direction and control to ensure that CFLHD projects are constructed according to plans and specifications, reflect the intent of the design, and serve the needs of the client/public. Be responsible for the attainment of established construction specification requirements. Determines the necessity for issuance of directives and contract modifications to the contractor. Maintain/monitor fiscal control relative to the execution of the construction contract. Be responsible for the measurement/documentation of work completed on a daily basis as well as the preparation of monthly progress estimates, final estimates, and the engineering, administrative, and technical reports required by contract provisions and agency policy. The ideal candidate for this position is a construction manager or inspector with experience independently and effectively serving as a contracting officer’s representative on a variety of construction projects. Primary duties include ensuring compliance with contract specifications, technical direction and guidance, and contract administration services and support. PHYSICAL CONDITIONS: The work requires extensive standing, walking, climbing, bending, lifting and carrying up to 60 pounds. In addition, you will be exposed to varying weather and terrain conditions. SHIFTS: Due to the overall responsibility for the project, the employee must be available for varied duty shifts and for off-duty emergencies, particularly throughout contractor multi-shift construction periods. TRAVEL: The position involves a significant amount of travel away from your duty station for extended periods of time. Travel may often be to remote locations. You must be willing to travel for extended periods of time, often to remote locations. DRIVER'S LICENSE: You must have a valid state driver’s license, with a safe driving record, and be fully qualified to operate a government owned vehicle. VEHICLE OPERATION: You will be required to operate motor vehicles in the performance of duties and will be completely responsible for their safe operation in compliance with applicable FHWA, federal, state, county, municipal or local laws and regulations. You will be responsible for reporting all accidents in accordance with regulations contained in applicable FHWA Instructions. For the GS-07: On Experience, you must have at least one year of experience, equal or equivalent to the GS-06 grade level, which included: Experience assisting senior inspectors and technicians on construction site work. Or on Education, at least one year of graduate level education (above a Bachelor's) leading to a master's degree or equivalent with major study in an appropriate field of engineering, construction, or industrial technology. You can also have a combination of some graduate level classes leading to a master's degree or equivalent with major study in an appropriate field of engineering, construction, or industrial technology and have some specialized experience as described in the vacancy announcement that combined qualify you for this position. For the GS-09: On Experience, you must have at least one year of experience, equal or equivalent to the GS-07 grade level, which included: Experience observing construction work site activity to ensure that work standards are maintained; AND Experience determining support tasks for field inspections and investigations in order to obtain information for future construction projects. Please note that this specialized experience requirement can be met by qualifying experience at the second lower grade level (GS-7), since no intervening GS-8 level positions exist in the normal line of progression for this occupation in this organization/location. Or on Education, you must have at least two full years of graduate education (above a Bachelor's), or a master's degree or equivalent, with major study in an appropriate field of engineering, construction, or industrial technology. You can also have a combination of some graduate level classes leading to a master's degree or equivalent with major study in an appropriate field of engineering, construction, or industrial technology and have some specialized experience as described above that combined qualify you for this position. For the GS-11: On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level, which included: Experience in the administration of highway construction projects that include major operations such as grading, drainage, bridge construction, retaining wall construction, traffic flow maintenance, and recycled or conventional paving. Please note that this specialized experience requirement can be met by qualifying experience at the second lower grade level (GS-9), since no intervening GS-10 level positions exist in the normal line of progression for this occupation in this organization/location. You cannot qualify based on education at the GS-11 grade level, you must have experience.
