Federal Highway Administration Construction Control Inspector (Open to both U.S. Citizens and Federal Employees) in United States

Summary This position is in the Construction Branch Engineering Field Pool of the Central Federal Lands Highway Division (CFLHD) in Lakewood, Colorado; Carson City, Nevada; Henderson; Nevada; Clovis, California; or Albuquerque, New Mexico. The Construction Control Inspector is responsible for the physical construction of federal projects under the jurisdiction of Central Federal Lands. Responsibilities As a Construction Control Inspector, you will: Be responsible for day-to-day project activity coordination with the client or cooperating agency representatives, state and county units, local municipalities, and other interested groups. Administer the construction contract by providing staff and contractor direction and control to ensure that CFLHD projects are constructed according to plans and specifications, reflect the intent of the design, and serve the needs of the client/public. Be responsible for the attainment of established construction specification requirements. Determines the necessity for issuance of directives and contract modifications to the contractor. Maintain/monitor fiscal control relative to the execution of the construction contract. Be responsible for the measurement/documentation of work completed on a daily basis as well as the preparation of monthly progress estimates, final estimates, and the engineering, administrative, and technical reports required by contract provisions and agency policy. The ideal candidate for this position is a construction management inspector with experience independently and effectively serving as a project engineer or inspector on a variety of construction projects. Primary duties include ensuring compliance with contract specifications, technical direction and guidance, and contract administration services and support. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PHYSICAL CONDITIONS: The work requires extensive standing, walking, climbing, bending, lifting and carrying up to 60 pounds. In addition, you will be exposed to varying weather and terrain conditions. SHIFTS: Due to the overall responsibility for the project, the employee must be available for varied duty shifts and for off-duty emergencies, particularly throughout contractor multi-shift construction periods. TRAVEL: The position involves a significant amount of travel away from your duty station for extended periods of time. Travel may often be to remote locations. You must be willing to travel for extended periods of time, often to remote locations. DRIVER'S LICENSE: You must have a valid state driver’s license, with a safe driving record, and be fully qualified to operate a government owned vehicle. VEHICLE OPERATION: You will be required to operate motor vehicles in the performance of duties and will be completely responsible for their safe operation in compliance with applicable FHWA, federal, state, county, municipal or local laws and regulations. You will be responsible for reporting all accidents in accordance with regulations contained in applicable FHWA Instructions. Qualifications To determine which grade(s) you may be eligible for, review the following grade specific details. For the GS-12: You must have at least one year of experience, equal or equivalent to the GS-11 grade level, which included: Experience with the administration and inspection of Federal, State or local highway construction projects that included major operations such as grading, drainage, bridge construction, retaining wall construction, traffic flow and maintenance, and recycled or conventional paving; AND Experience applying highway technical engineering standards, practices, methods, and procedures to all stages of highway design, surveying, geotechnical analysis, erosion control, preparing plans, specifications, or estimate (PS&E) packages, and calculating pay item quantities for construction of highways and bridges. You cannot qualify for the GS-12 grade based on education, you must meet the specialized experience, which is cited above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Civil Engineering - Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
