Job Summary

Under direction, is responsible for performing journey level work inspecting the construction of public capital construction and rehabilitation construction projects, to ensure compliance with contract documents, plans, and specifications. Inspection work is done on medium to large size projects such as major and minor streets, drainage systems, bridge constructions, and related activities. Working conditions are inside and outside with occasional exposure to temperature variations, damp/wet surfaces, hazardous materials, flammable liquids, high noise areas, dust, and unfavorable fumes and vapors. Exercises no supervision.

Essential Job Functions

  • Attends pre-construction meetings with City staff, engineers, contractors, and utility company representatives to discuss general information about new projects. Communicates and meets with the general public as well as with City and State officials regarding sequence of construction.

  • Inspects full range of public capital construction projects, such as streets, alleys, water and sewer lines, irrigation facilities, storm drains, and permit construction in the public right-of-way, for compliance with standard details, specifications, and approved plans; ensures materials are in accordance with submittals, standard details specifications, approved plans and construction practices; ensures timely coordination/scheduling of material testing lab; monitoring of actual testing and confirm/review test results.

  • Resolves construction conflict problems and complaints from the general public and recommends any probable or desirable changes; assists Capital Projects Officer in handling property owner's complaints and inquiries as it relates to construction activities.

  • Coordinates construction or repair activities between contractors and utility companies to avoid conflicts and to ensure a minimum disruption of services; reviews and interprets contract documents, project plans and specifications to become familiar with scheduled construction activities.

  • Coordinates and prepares reports and correspondence in response to requests from management teams or other departments.

  • Ensures contractor conforms to safety rules and regulations and traffic control devices for the protection of pedestrians, motorists, and all active work zone areas, are in compliance with traffic control plans and the Manual of Uniform Traffic Control Devices (MUTCD) to include proper shoring trenches in accordance with OSHA rules and regulations; Monitors dust control and storm water management procedures.

  • Prepares and maintains accurate daily project logs; maintains oversight of the Schedule of Values (SOV) line item quantities and ensure accurate measurements are obtained in the field when they meet specification requirements. Completes daily and monthly estimates of work completed and recommends payment for contractors monthly and final pay estimates.

  • Ensures that all materials and work by the contractor is in accordance with standard specifications; records all field changes for "as-built" drawings on field plan set; prepare final inspection punch lists and coordinate final acceptance processes with City staff and others; prepares completion notices and final payments.

  • Learns Specifications for Construction over Edward's Recharge Zone.

  • Assists in training the Construction Inspector I's with more difficult inspections and resolution of problems encountered, report writing procedures, and related tasks.

  • Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.

  • Utilizes surveying or construction equipment, occasionally lifting and carrying equipment weighing up to 50 pounds.

  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).

  • Three (3) years of experience in public work project inspections.

  • Valid Class 'C' Texas Driver's License.

Preferred Qualifications

  • Knowledge or experience in Municipal and/or TxDOT Capital Construction Projects.

  • Certified in Work Zone Traffic Control.

  • Certified in Erosion, Sediment, and Stormwater Inspections.

  • Experience reading and understanding construction plans.

  • Experience inspecting construction projects such as streets, drainage systems, or sidewalk trenches.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Knowledge, Skills, and Abilities

  • Knowledge of principles and practices of construction and engineering.

  • Knowledge of methods, equipment, costs, and materials used in the construction industry.

  • Knowledge of codes, regulations, and ordinances related to the construction industry.

  • Knowledge of hazards, safety, and other OSHA regulations related to the construction industry.

  • Knowledge of engineering mathematics.

  • Skill in utilizing tools and equipment used in the construction engineering and surveying trades, to include Instrument/Level, Laser, Slum Cone, Scale, and Nuclear Density Machine.

  • Skill in utilizing a calculator.

  • Ability to interpret plans, blueprints, and specifications.

  • Ability to communicate clearly and effectively.

  • Ability to establish and maintain effective working relationships with City staff and the general public.

  • Ability to perform engineering calculations.

  • Ability to use independent judgment in making decisions.

  • Ability to exercise firmness and tact in dealing with contractors, engineers, etc.

  • Ability to interpret and properly apply codes and regulations.

  • Ability to perform all the physical requirements of the position, with or without accommodations.
