Job Summary

Perform a variety of lead tasks in the handling and managing of hazardous waste collected from both households and very small quantity generators (VSQG) at the Hazardous Materials Collection Center (HMCC), County Recycling Drop-Off Centers (RCs), temporary collection events, and other locations as required.

Essential Functions

• Responsible for properly identifying waste for segregation, packaging, bulking, and transportation per applicable federal, state, and local laws and regulations such as the Resource, Conservation, and Recovery Act and Florida and U.S. Department of Transportation regulations.

• Interpret and explain procedures, rules, regulations, and safety precautions; intermittently analyze household hazardous waste, observe collection and disposal of waste, problem solve the best way to get work done.

• Lead safety tailgates for County Solid Waste and Recycling Facilities and contractor staff.

• Maintain documentation to properly inventory and track hazardous wastes processed at the HMCC and RCs.

• Interface with contractors to schedule packaging and pick up of waste.

• Complete manifests, labels, inventory records, tracking documents, site safety plans, and any other documentation.

• Coordinate and transport hazardous waste, as necessary, including universal waste to local recyclers and waste from County Recycling Drop-Off Centers to the HMCC.

• Perform a variety of site tasks including set up, clean up, inventory, routine inspections, bulking of hazardous wastes, unloading, lab pack, and facility maintenance.

• Respond appropriately to spills and releases of hazardous wastes.

• Perform hazardous categorization tests for unknowns.

• Operate certain equipment including, but not limited to, trucks, trailers, bobcats, pumps, generators, compactors, pressure washers, forklifts, pallet jacks, and heavy equipment.

• Prepare and load shipments of hazardous waste.

• Act as Division representative at temporary events and field liaison to contractors.

• Respond to inquiries and provide information to the public.

• Research and coordinate special projects or activities about the HHW Program.

• Assist in the development or implementation of new programs.

• Assist with ordering materials such as drums, hazmat containers, and gloves for the HCMM.

• Draft bid schedules and solicitations for the disposal or recycling of hazardous materials.

• Analyze the accuracy of manifests for disposal of hazardous waste.

• Analyze invoices for disposal or recycling of hazardous materials and approve for payment.

• Prepare reports and analyze the quantity and cost of hazardous materials disposed or recycled.

ADDITIONAL FUNCTIONS:

• Interprets, applies, and enforces the provisions of environmental regulations and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies, and procedures; research code/regulation issues as needed; initiates any actions necessary to correct deviations or violations.

• Provides information and technical assistance concerning environmental regulations, hazardous materials/waste management, waste disposal procedures, hazardous materials storage tanks, small quantity hazard waste generation, site development plans, regulatory violations, or other issues; meets with and discusses problem areas with property owners, contractors, developers, and the public; recommends solutions to problems.

• Performs other related duties as required.

Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will determine as to who will be required to work.

WORKING CONDITIONS:

  • Physical Ability: Intermittently sit at a desk; walk and stand while collecting and packaging household hazardous waste; bend, squat, kneel, and twist; perform simple and power grasping, pushing and pulling, fine manipulation; use of the telephone; lift or carry weight of 50 pounds or less.

  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, and visual cues or signals. Requires the ability to communicate orally with a variety of customers such as homeowners, contractors, business owners, and other professionals.

  • Environmental Factors: Performance of essential functions will require exposure to adverse environmental conditions such as heat, humidity, wetness, rain, dirt, dust, pollen, odors, hazardous materials, traffic hazards, water hazards, bright/dim light, toxic agents, disease, pathogenic substances, animal/wildlife attacks, or animal bites. Training and proper personal protective equipment will be provided for the applicable factor.

Minimum Qualifications

• Bachelor’s degree in an Environmental field required.

• One (1) year of previous experience preferred.

• Candidates without a related degree should possess

an additional four (4) years of related experience.

• Fingerprinting Required.

LICENSES/CERTIFICATES:

  • Requires initial 24-hour or 40-hour certification of a valid Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response (HAZWOPER) at the awareness or technician level within the first three months, and then 8-hr refresher certifications annually.

  • Training that will be provided if not already achieved by the applicant.

  • Requires certifications for driving with a trailer and operating a forklift within the first three months.

  • Training that will be provided if not already achieved by the applicant.

  • Applicant must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a county vehicle as provided in CMA 5805.
