Office of the Chief Financial Officer Financial Operations Analyst in United States

Summary As a Financial Operations Analyst, you will be responsible for performing analytical, accounting, and financial management functions for internal and external customers and vendors. Location of position: General Services Administration, Office of the Chief Financial Officer, Location Negotiable After Selection We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy. The duty station will be determined upon selection and must be a physical address (not a PO Box) located within approximately a 50 miles radius of the geographic areas listed/described. As a Financial Operations Analyst, you will perform the following duties: Duties at the GS-07 Grade Level Analyze and reconcile reports received from internal customers and external customer sources. Perform a detailed analysis of operating and financial data for compliance with policies, completeness, and accuracy to area specific accounting transactions. Identify areas and types of corrective action needed, corrects records or advises the appropriate customer contact of action that may need to be taken. Utilize established practices and procedures, methods and instructions in order to process a variety of financial transactions in the financial system. Enter internal inventory data or customer related data into applications/databases, maintains records, ensuring completeness and accuracy. Maintain effective relationships with employees in GSA's services and staff offices, in order to communicate accounting and financial matters to various levels of personnel including managers, supervisors, administrative/budget personnel and the general public. Provide assistance and support to respective customers, taking the appropriate action as a result of research including functioning as liaison between GSA service offices and external customers. Duties at the GS-09 Grade Level Analyze and reconcile reports received from internal customers and external customer sources. Perform a detailed analysis of operating and financial data for compliance with policies, completeness, and accuracy to area specific accounting transactions. Identify areas and types of corrective action needed, corrects records or advises the appropriate customer contact of action that may need to be taken. Follow-up and fact-find in support of the Financial Services Division, customers, and vendors to ensure resolution of financial transaction problems, issues and other related matters. Utilize established practices and procedures, methods and instructions in order to process a variety of financial transactions in the financial system. Enter internal inventory data or customer related data into applications/databases, maintains records, ensuring completeness and accuracy. Research, review, and analyze documentation received for accuracy of data for Inspector General and Freedom of Information Act requests. Provide technical and/or analytical assistance to support work employees in response to questions from internal Finance employees, as well as outside contacts, concerning specific job tasks, techniques, procedures, policies, and directives. Maintain effective relationships with employees in GSA's services and staff offices, in order to communicate accounting and financial matters to various levels of personnel including managers, supervisors, administrative/budget personnel and the general public. Qualifications at the GS-07 Grade Level The GS-07 salary range starts at $49,793 per year. Locality will be determined based on duty location. To qualify, you must have at least one year of specialized experience equivalent to the GS-05 level or higher in the Federal service. Specialized experience is experience analyzing various financial and/or accounting matters. Such experience must have provided the applicant with a general knowledge of financial management and analytical principles, concepts and practices necessary to evaluate the financial status of an organization. OR 1 year of graduate level education OR Superior Academic Achievement. Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 grade level. To claim SAA, submit documentation of one of the following: 1. Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (rounded to one decimal point) of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies. Qualifications at the GS-09 Grade Level The GS-09 salary range starts at $60,905 per year. Locality will be determined based on duty location. To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is experience analyzing various programmatic, business, financial, and accounting matters. Such experience must have provided the applicant with a broad knowledge of financial management and analytical principles, concepts and practices necessary to evaluate the financial status of an organization. OR Education: Possess Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such degree or a LLB or J.D. related to the position being filled. OR Combination of Education and Experience: Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
