Defense Finance and Accounting Service FINANCIAL SYSTEMS ANALYST in United States

Summary Who may apply: Current, permanent DFAS employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees. The duty station of these positions will be assigned at the time of a job offer, and pay will be set in accordance with the duty station. Any on-site requirements will be determined by the duty station assigned upon selection. Responsibilities Identifies requirements and monitors the development of methods for the achievement of assigned systems interface or integration with other financial and non-financial systems. Provides functional interpretation and has continuing responsibility of ensuring major system efforts are progressing according to user needs and the dictates of selected development methodologies. Participates in the development and implementation of uniform documentation, operating procedures, training and terminology associated with use of the DCPS system by DFAS operating elements (payroll offices). Support business operations and provide customer service by responding to functional questions/problems and researching/analyzing/troubleshooting issues. Assists with the development procedures/conditions for the functional testing of subsystems and systems prior to their release and participates in those tests. The duties, described above, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. To be hired at the GS-7 entry grade level applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-05 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Providing routine data analysis and automated financial systems support in support of an organization's finance mission. To be hired at the GS-9 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-07 grade level in the federal service performing financial systems analysis in support of finance mission and applying knowledge of financial management principles as they relate to automated financial systems processing and operations. Specialized experience is defined as: Performing financial systems analysis in support of finance mission and applying knowledge of financial management principles as they relate to automated financial systems processing and operations. To be hired at the GS-11 grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-09 grade level in the federal service performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations. Specialized experience is defined as: Design, development, and maintenance of financial systems and initiatives; applying knowledge of civilian payroll laws and regulations to analyze functionality and impact on production systems; analyzing and evaluating system architecture and administration; and assessing financial systems in order to identify trends and ensure regulatory compliance. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-5 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service. Education SUBSTITUTION OF EDUCATION FOR GS-7 SPECIALIZED EXPERIENCE: One full year of graduate level education or Superior Academic Achievement (Grade point average of a 3.0 or higher on a 4.0 scale or class standing in the upper third of the graduating class or major subdivision) or membership in a national scholastic honor society may be substituted to meet the specialized experience requirement. One full year of graduate education is the number of hours the school determines to equal one year. If this information is unavailable, 18 semester hours will be used as the standard. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. A percentage of the education and experience which when combined must total 100% of the necessary education and experience to qualify for this position. (Only education beyond the first 60 semester hours will count toward the percentage.) (You MUST submit transcripts or proof of education to verify your claim) SUBSTITUTION OF EDUCATION FOR GS-9 SPECIALIZED EXPERIENCE: A Master's or equivalent graduate level degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. The percentage of education and experience which when combined must total 100% of the necessary education and experience to qualify for this position. (Only education beyond the first 18 semester hours will count toward the percentage.) Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. The percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. This position is covered by a bargaining unit. This position will be covered by formal training under the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated. For grades below the full performance level, only MSP/PPP eligible candidates who currently occupy a formal training program position will be entitled to exercise their priority preference. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
