Be a part of CDC's Moving Forward initiative by serving your Career Community in a Career Broadening position as a HR Specialist (Human Resource Development). The HR Training Specialist is a pivotal role within the HRET department responsible for the development, implementation, and evaluation of a comprehensive HR training program. This position requires a blend of expertise in human resources principles, adult learning theory, instructional design, and HR subject matter expertise. The incumbent will collaborate closely with CDCU and CRP leadership, and the Human Resources, Education, and Training (HRET) Career Community Support Team and HRET Career Community Panel, subject matter experts, and other stakeholders to identify training needs, design effective learning solutions, and facilitate engaging training sessions. The primary purpose of this position is to provide Career Broadening developmental experiences designed to broaden the skills and/or enhance leadership perspectives. Once selected, you will be on a career broadening assignment for 24 to 48 months and deliberately outplaced by Career Community Leadership in conjunction with your inputs. You will be required to sign a Memorandum of Agreement to accept the position. As a HR Specialist (Human Resource Development) you will: Training Needs Analysis: Conduct thorough assessments to identify organizational training needs, skill gaps, and performance improvement opportunities. Curriculum Development: Design, develop, and update training materials, including presentations, handouts, and multimedia content, ensuring alignment with organizational objectives. Training Delivery: Facilitate engaging and interactive training sessions using a variety of instructional techniques, methodologies, and technologies to meet the diverse learning needs of employees. Evaluation and Feedback: Implement evaluation strategies to measure the effectiveness of training programs and gather feedback from participants to continuously improve learning experiences. Collaboration and Stakeholder Engagement: Partner with CDCU colleagues, departmental managers, and subject matter experts to coordinate training initiatives, promote buy-in, and ensure alignment with organizational priorities. Compliance and Quality Assurance: Ensure training programs adhere to regulatory requirements, industry standards, and internal policies, while maintaining high-quality standards in content delivery and participant engagement. Professional Development: Stay abreast of emerging trends, tools, and best practices in HR and training and development, and integrate new methodologies to enhance the effectiveness and relevance of training programs. Requirements Conditions of Employment Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ: US Citizenship is required. Males born after December 31, 1959 must be registered or exempt from Selective Service (see http://www.sss.gov). May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared. One-year probationary period may be required. This position may be subject to a Collective Bargaining Agreement. Time in grade (TIG) must be met within 30 days of the closing date of the announcement. This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. Qualifications All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: planning, coordinating, and administering Human Resource related training (i.e. staffing, classification, HR advisement, processing, etc.) and managing HR related training programs designed to promote growth and development within an organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
