Immediate Office of the Chief of Naval Operations HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS) in United States

Summary You'll serve as a Human Resources Specialist (Labor & Employee Relations) at the Chief of Naval Operations Human Resources Office. This is a local-remote approved position. Responsibilities You will provide advice and guidance regarding employee relations problems presented by employees or supervisors. You will interpret and apply applicable laws and regulations to solve problems concerning employee relations. You will advise management on proper disciplinary and adverse actions to ensure regulatory and procedural accuracy. You will counsel employees and managers on employee grievances. You will serve as the management spokesperson during contract negotiations with unions. You will prepare contract proposals and provide guidance to managers concerning labor relation regulations. Requirements Conditions of Employment Qualifications GS-13: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector providing expert-level advice and assistance to managers on complex matters related to labor and employee relations issues and preparing written correspondence pertaining to such matters/issues. I am able to communicate well both orally and in writing. Specialized experience must demonstrate performing duties such as the following: 1) Interpreting and applying laws, principles, and practices governing labor and employee relations actions to provide authoritative advice to personnel; 2) Providing guidance to managers regarding specific disciplinary and adverse actions to ensure procedural and regulatory requirements are met; 3) Establishing and maintaining effective relationships with labor organizations; 4) Preparing and coordinating contract proposals during contract negotiations with unions; 5) Analyzing complex situations by synthesizing information in order to present viable options to management; and 6) Negotiating and administering labor agreements. .
